BACKGROUND: The NPDES Permit Renewal Application for the Atlantic Beach Wastewater
Treatment Plant # 1, located at 1100 Sandpiper Road, must be submitted to the Department of
Environmental Protection by April 28, 2001. As part of the permit renewal application, engineering
studies aze required, including a Capacity Analysis Report, Operations and Maintenance Performance
Report, and Reuse Feasibility Study. As a separate effort, the consultant will prepaze a Reuse
Engineering Report for a possible reclaimed water facility to serve the Selva Marina Golf Course.
Requests for Proposals were advertised on October 11, 2000, and staff received proposals from the
following nine firms on October 31, 2000:

Gee & Jenson
Gresham Smith and Partners
Jones Edmunds & Associates, Inc.
North Beach Engineering, Inc.
PBS & J
The R-A-M Professional Group, Inc.
Staff reviewed and ranked the proposals for weighted criteria including staff competence and
availability (20%), past similar project experience (20%), references (10%), project approach (20%),
current workload and timeliness (20%), financial information (5%), and rates and fees (5%).
Based on the review, and in accordance with the Consultants Competitive Negotiation Act (Florida
Statute 287.055), staff selected the top three firms deemed to be the most ]righly qualified to perform
the required services:
1. Camp, Dresser & McKee, Inc.
2. PBS&7
3. Applied Technology & Management, Inc.
BUDGET: Funds in the amount of $29,000 were budgeted in the Sewer Utility Fund, under account
number 41p-4101-535-3100.

RECOMMENDATION: Authorize staff to negotiate a contract with Gamp, Dresser & McKee, Inc.,
and if unable to negotiate a satisfactory contract, authorize staff to negotiate with the next most
qualified firm. After a contract has been negotiated, staff will request Commission approval for the
contract.

NPDES PERMIT RENEWAL AND REUSE ENGINEERING REPORTS
The City of Atlantic Beach, Florida is soliciting for proposals from professional engineering firms to provide
engineering services to prepare National Pollutant Discharge Elimination System (NPDES) Permit Renewal
reports and documents for the City of Atlantic Beach. Proposals must be submitted in triplicate by
Tuesday, October 31.2000 and addressed to:

The scope of work involves:
1. Preparation of the NPDES Permit Renewal reports as required by Florida Administrative Code (FAC)
for the Atlantic Beach Wastewater Treatrnent Plant #1, 1100 Sandpiper Road, Atlantic Beach, FL
32233, NPDES Permit Number FIA038776, to include:
A. An Operations and Maintenance (O & M) Performance Report, as required by FAC Chapter
62-600.735
1. As part of the O & M Performance report, provide an in-depth analysis of the Atlantic
Beach Wastewater Treatment Plant residuals handling facilities and disposal methods.
Note that residuals from Wastewater Treatment Plant #2, 739 Wonderwood Road,
Jacksonville, FL 32233, are transported to Wastewater Treatment Plant #l for
dewatering and disposal.
a) Provide recommendations for capital improvements or process modifications
for most efficient and effective solids handling and disposal methods and
equipmem.
2. As part of the O & M Performance Report, provide an analysis of laboratory and
operations facilities at the Atlantic Beach Wastewater Plant.
3. Recommendations for cost-saving improvements and methods for increasing plant
efficiencies should be included in the report.
B. A Capacity Analysis Report, as required by FAC Chapter 62-600.405
C. A Reuse Feasibility Study, as required by FAC Chapter 62-610.820
1) The Reuse Feasibility Study will also include potential use of effiuent from
Wastewater Treatment Plant #2, NPDES Permit No. FL0023248
2) Also included will be a Reuse Engineering Report, as required by FAC 62-610.310 for
a possible reclaimed water facility to serve the Selva Marina Golf Course.
D. If capital improvements are recommended in any of the above reports, provide a ten yeaz
Wastewater Treatment Plant Capital Improvement Ptogram combining all report
recommendations for system improvements and construction projects.
1) Include a priority rating for each recommendation.
2) Include an recommended time line.
3) Include an estimation of probable costs for each improvement, and provide a present
worth analysis for all improvements.
2, Prepaze NPDES Permit Renewal application for submittal to the Department of Environmental
Protection (DEP). Permit application and required reports must be submitted to DEP by April
28, 2001,
Provide City staff with three copies the reports at sixty percent (60%) completion for review within 90

days.
4. As directed by City staff, make corrections or revisions to the 60% reports.
5. Within 30 days of receiving comments from the City staff on the 60% reports, provide and submit for
review the final NPDES and Reuse Engineering Reports and NPDES permit renewal application
including:
A. Five sets of each report, including any drawings, schematics, charts and tables.
B. Five sets of the Wastewater Treatment Plant Capital Improvement Program.
C. One set of each report on disk, with any drawings in AutoCAD 14 format, and text material in
WordPerfect format.
The firms responding to this Request for Proposals must include detailed information concerning the following
criteria for selection:
1. Staff Competence and Availability during the entire project :period, including detailed resum€s. Rating
weight - 20%.
2. Past similaz project experience, including size, construction costs, and familiarity with NPDES permit
renewal reports and application forms. Rating weight - 20%.
3. References with telephone and FAX numbers. Rating weight - 10%.
4. Project Approacb, with specific tasks outlined for each phase as outlined above. Rating weight - 20%
5. Current Workload for the firm and the selected project team. Timeliness of completion of current or
past projects with the City of Atlantic Beach, if applicable, will be rated in this criterion. Rating weight
- 20%.
6. Financial Information, including the most recent audit summary for the firm and the current certificate
of insurance. Rating weight - 5%.
7. Rates and fees, including direct labor rates (without fringe benefits) for Principal, Project Manager,
Design Engineer, Technician, Drafter, Field Inspector, Clerical, or other personnel (specify). Also
include the proposed overhead rate on direct labor, profit rate, and other direct project costs. Rating
weight - 5%.
Note: Proposed rates and costs will be used in Ehe negotiation of fees and shall remain in effect
throughout the -ength of the project, In no case will the City pay a total overhead rate thak exceeds 150
percent of direct tabor. Profit rate shall be applied only to direct labor plus overhead and shall not
exceed 10 percent. No mark-up or profit shall be paid on non-labor related job costs, reimbursable or
on services provided by subcontractors. Prior to negotiation, the selected consultant will be required to
provide proposed total compensation utilizing the rates shown in proposal and detailing employee hours
needed for each activity, number of sheets required for drawings, amount of proposed geotechnical
investigations and ail other costs associated with the project.
All proposals will be reviewed and rated by City Staff. Negotiation of fees will commence upon City
Commission approval, and the Standazd Form of Agreement (EJCDC) will be developed for signatures. All
work will commence immediately following City Commission approval and signing of the Agreement. All
questions concerning the submittal of proposals must be addressed to Mr. Robert S. Kosay, P.E., Director of
Public Works or Ms. Donna Kaluzniak, CEP, Utility Director. No questions maybe drrected to any other
party. Submit three (3) copies of the proposal.
