AGENDA ITEM: Leave Accrual for General Employees

BACKGROUND: A review of the leave accrual for City employees has identified that
the overall leave accrual for employees with one (1) to three (3)
years of service is lower than that provided when compared with
Neptune Beach, Jacksonville Beach, Fernandina Beach and St.
Augustine. Although this comparison was between the City's
Personal Leave as opposed to both Vacation Leave and Sick Leave
from the other cities, we believe that the comparison supports the
increase of Personal Leave accrual for City employees during their
first three years of service.
FUNDING: As most employees take leave during their first years of
employment, it is difi7cult to estimate the cumulative effect that this
change may have on future leave sell back and costs.
ACTION REQUESTED: As included within the Public Works union contract, authorize an
increase in the general employees' Personal Leave accrual rates for
years 0 through 3 as follows:
