Subject: City Manger's Report
First Emptoyee of the Month; Troy Williams has been named the City's first Employee of the
Month. He is a Heavy Equipment Operator in the Public Works Department and has been with
the City for over 30 years. He was nominated by six other City employees because of his positive
and helpful attitude as well as his long term productivity for the City. As an Employee of the
Month, he will receive a pin for his uniform, use of a "Employee of the Month" parking place at
the Public Works building, a check for $100.00, a framed certificate of recognition and a copy of
the certificate placed in his permanent personnel record.
There were a total of five City employees nominated to be the first Employee of the Month and
the decision was made by the Employee Recognition Committee which is comprised of three City
Department Heads.
New Loeos; The new City logo has been reproduced in a format to apply to City vehicles and has
been placed on City vehicles beginning approximately a week ago. Older vehicle stickers will be
replaced within the next month. So far, the City has received several positive comments from the
public on the new logos.
Classification and Pad Study; Funding is included in the City's current budget for a
Classification and Pay Study. Human Resources is currently preparing an RFP to hire a
consultant who will:
-Meet with unions and City Staff for their inputs to determine an appropriate pay system
or systems,
- Provide the City Commissioners with options and recommendations on pay systems that
will meet the needs of the City,
- Conduct a Classification and Pay Study, and
-Propose implementation options to the City Commissioners for their consideration and action
If City Commissioners have any input on what type of pay plan is desired, you can discuss it at the
Commission meeting or call me later. Other opportunities will also exist for input prior to final
adoption.

House Numbers Painted on City Curbs; A private company has recently begun a drive to paint
house numbers on curbs in Atlantic Beach as well as adjoining communities. Residents are being
solicited to pay for this service. Because the curbs aze on City right-of--way, aze maintained by the
City and are the property of the City, City pernrission should be obtained prior to beginning this
type of project. The City has not officially taken a position in the past on whether or not curb
painting is acceptable. Atlantic Beach requires that house numbers be "attached to the outside of
the building in a conspicuous place easily discernable from the street upon which the building
faces." On one hand, the painting of house numbers on curbs can make it easier for public safety
employees to respond to emergency situations. On the other hand, the numbers can be unsightly
either because they are sporadically located (not every homeowner will pay to have their number
painted on the curb) and because the paint will fade out in a few yeazs.
The City Commissioners will be asked for their opinion on the advisability of allowing the painting
of house numbers on curbs at the November 13`" City Commission meeting.
