BACKGROUND: Welding troubleshooting and repairs at the water and sewer facilities are performed by an annual
contractor. The City's bid specifications require the contractor to be available for emergency and scheduled repairs,
and to provide all labor, equipment, and materials for the work.
The original bid No. 9900-23 resulted in one bid received on August 30, 2000. Because the sole bidder's prices
represented a 19% increase from the existing rates, the annual contract was re-bid.
Bid specifications were sent to twelve bidders, and four bidders attended the mandatory Pre-Bid Meeting on
November 15, 2000. Two bids were received on November 30, 2000.

Both vendors had a 50% premium for holiday or weekend work. The bid award recommendation is based on the
sum of all 8 hour totals using the rates submitted in the bid.
Viaplex was the low bidder, with an increase of 1% over present rates. They have been performing welding services
for the City for several years and their work quality has been excellent. References for the company were also
excellent.
BUDGET: Funds for welding repairs aze budgeted in the Atlantic Beach and Buccaneer Water and Sewer
funds, account nos. 400-4001-533-3400, 400-4301-533-3400, 410-4101-535-3400, and 410-4401-
535-3400 in the amount of approximately $40,000 for use as needed.
RECOMMENDATION: Awazd Bid No. 0001-1 for the Annual Contract for Welding Troubleshooting and
Repair to Viaplex Metal Fabrication.
