The Honorable Mayor and Members of the City Commission From: Jim H n Subject: City Man er's Report AT&T/Media One; Ann Murphy and Bill Watson of AT&T (fi~rmerly Media One) met with me on December 181 to provide a report of the progress of AT&T in completing the cable replacement project in Atlantic Beach. They stated that all underground installations have been completed and the conversion to the Broadband Network is nearing completion. They expect all work to be completed in Atlantic Beach by December 22id, although certifying the new electronics in the final remaining areas may take a couple more months. They reported that there will only be approximately 300 customers in Atlantic Beach that have not been converted to the Broadband Network by the end of the yeaz. City Incinerator Site; The City has received a letter from the State Department of Environmental Protection (DEP) that they had found records of Atlantic Beach operating an incinerator during the 1940's and recommending that the City test the soil and water at the incinerator site to determine if there are any pollutants presept in excess of state and federal standards. A check of the minutes of City Commission meetings indicates several notations about a municipal incinerator beginning in February of 1938 with plans for a bond issue to finance it's construction. Most of the citations in the minutes deal with the financing of the incineraator. After construction however there were relatively few mentions of the incinerator until a 1953 report indicated that Atlantic Beach had been disposing of the gazbage at the Jacksonville Beach landfill for "about two yeazs". Shortly thereafter, the City began negotiations to purchase the adjacent site for the water plant on 11"` Street built in the 1950's . The incinerator site property was'. later swapped with a developer of the Selva Links Subdivision and portions of the old 1.3 acre incinerator site were sold to six different homeowners in that subdivision. Other porgons of the site aze used for Linkside Drive and common property. Some or all of the incinerator ash over the ten plus years that the incinerator operated may have been buried on site. Some similaz (although larger) ash sites in the Jacksonville area dating from this period have contained concentrations of lead that exceed state and federal standards. Lead is AGENDA #9 DECEMBER I1, 2000 particulazly dangerous to young children under six years of age if it is eaten. Lead was in common use in household products during the 1940's in such things as toothpaste tubes. It is possible that concentrations of lead and other metals could be found in the soil and the shallow ground water on this site. The City has taken several steps to address the situation. First, a meeting has been scheduled with the state DEP to discuss what actions the City should take. Second, the State Department of Health has been contacted to assist in the soil and water sampling. That department has been involved in similar sampling for many Jacksonville ash sites and is very knowledgeable of the necessary procedures. The City has agreed to pay for the testing of soil in the azea which will cost $7.50 per test. Health Department representatives have visited the site to access the situation, although no report has been received as of the time of this report being written. Last, each of the six homeowners has received a letter from the City f.xplaining the situation and requesting their assistance in allowing City representatives on their property to obtain the necessary soil and water samples. The City's incinerator site was relatively small compazed with other sites in the Jacksonville area. The total size of the property was 1.3 acres (200 feet by 300 feet) and the City minutes in 1938 listed the total votes in the bond issue in favor of financing for an incinerator equaling 121 and 3 votes were opposed. After completion, the incinerator was listed on the City property records as an asset valued at slightly over $3,700. While the incinerator site is directly adjacent to the present water plant site, there is no concern about the safety of City water. The City has a deep well which its sealed and has been tested on numerous occasions since its initial construction in the 1950's. The next steps will be to meet with the DEP to receive their further recommendations on proper steps to take. The Health Department should have already begun taking samples. by the date of this meeting and their testing procedures will be modified if necessary depending on recommendations from the DEP. Once test results are received, we hope that they will show that all materials are within state and federal regulations. However, i~f they are not then it will be appropriate to meet with DEP officials to determine if it will be necessary to remediate the problem azeas. The City Commission will be kept posted as to the status of the incinerator site testing. A drawing showing the approximate incinerator site is attached for your information.
