A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA HONORING
JAMES R. JARBOE FOR SEVEN YEARS OF SERVICE AS A SPECIAL PROJECT AND
RESEARCH ANALYST, DEPUTY CITY MANAGER/[JTII~ITIES DIRECTOR, ACTING
CITY MANAGER, AND CITY MANAGER FOR THE CITY AND CITIZENS OF
ATLANTIC BEACH
WHEREAS, James R. (Tim) Jarboe began his career with the City of Atlantic Beach
on Apri127, 1992. During his tenure he served as Special Project and Research Analyst, Deputy City
Manager/LTtilities Director, Acting City Manager, and was appointed as City Manager on January
1, 1996. He served as City Manager until his resignation effective January 12, 1999; and
WHEREAS, Jim was dedicated and devoted to the City and to his Staff. He always had
time to give to citizens and his employees; he was a leader, a listener, and a friend. He provided
valuable leadership for those under his direction, and;
WHEREAS, under his guidance and leadership the City realized significant and continuous
monetary savings. He successfully negotiated a new Interlocal Agreement with the City of
Jacksonville; privatized the collection of solid waste in March, 1995 which resulted in a significant
savings per year as well as reduced cost to the Citizens; privatized the mowing of the City's parks,
resulting in a significant savings per year; privatized the City's fleet maintenance which will result
in continued substantial savings; supervised the design of the addition of the Public Safety Building
which saved considerable money for the City; and rebid the City's health insurance which resulted
in substantial savings for the first two years of the contract and a substantial amount for each year
thereafter.
WHEREAS, Jim supervised the completion of 17 infrastructure projects. He reorganized
City Departments which resulted in a government that was more functional. Under his guidance the
finances of the city were brought to excellent condition, which resulted in perfect audits.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
ATLANTIC BEACH, FLORIDA, AS FOLLOWS:.
SECTION 1. The City Commission, Staff, and Citizens ofAtlantic Beach extend their most
heartfelt appreciation to Jim Jarboe for his many years of outstanding service and dedication to the
City of Atlantic Beach. Jim will be missed both professionally and as a friend, and we extend our
very best wishes for continued success in his life's pursuits.
Adopted by the City Commission of Atlantic Beach this 12th day of January, 1999.
