Kosoy, P.E./Director of Public Works ~~'~'~ DATE: December 31,1998 BACKGROUND: The U.S. Environmental Protection Agency (EPA), tluough the American Society of Civil Engineers (ASCE) has made small grants available to municipalities and other organizations that plan to monitor Best Management Practices (BMPs) for stormwater systems. Funds will be provided to cover costs of compiling, preparing and transferring data into the National Stormwater BMP Database. This data base is being developed by the Urban Water Resources Research Council of ASCE through a cooperative agreement with the EPA. The City of Atlantic Beach will be monitoring the effect of BMPs implemented in the Core City Stormwater Improvements Project, and is applying for a grant in the amount of $10,500.00. RECOMMENDATION: Authorize the City Manager to sign page 3 of the BMP Data Transfer Grant application form requesting grant fiords in the amount of $10,500.00. This database is being developed by the Urban Water Resources Research Council of ASCE through a cooperative agreement with the EPA. The long-term goal of the project is to promote technical design improvements for BMPs and to better match their selection and design to local stormwater problems. EPA~has made small grants available through ASCE to assist local jurisdictions, states, and other ~' organizations that have, are, or plan to'monitor BMPs, 'with ftie•task~of compiling,-preparing, and transferring their data_into'the'Natiorial StormwaterBMP Database.t These grants are expected to range from $3,OOO~to $15,000,•wifli a~project duration of 3 - 12 months.' If you are selected to receive a grant this fiscal year (Oct. 1, 1998 through Sept. 30, 1999), you will be provided with a ~~ copy of the database entry software, including the necessary data entry forms, on CD-ROM. If your application has merit, but available grant funds for this fiscal year have been exhausted, your application will be considered in the next fiscal year if EPA continues this program. In that case, the applications judged to be best will be considered on a first-come, first-served basis. With EPA's approval, ASCE will award funds to such organizations to document their BMP evaluation efforts and to provide~their data in a format compa'fible with the'national database.~These funds are not to be used for.monitoring or . other•activitie~. The funds are expected to be available~during fiscal year 1999 and possibly 2000. Selection Process ASCE will award funds to state and local governments, universities and research organizations, and other storm~vater programs where BMP data have been collected or-are in.the:process~of being collected; •that characterize BMP performance and define the•design parameters~of the BMP being teste3. Applicants need to verify that flie•data collected and BMP design information will .~ provide'the minimum list of essential data elements included in the attached application. .,.., u.,,CGc..... . Applications will be reviewed by a committee of the ASCE Urban Water Resources Research ~. Council. Grant decisions will be made jointly by ASCE and EPA. Grants will be prioritized based on needed data, and on the technical integrity of the BMP evaluation effort. EPA Requirements for Expenditure of Funds State and local governments receiving financial assistance are subject to the requirements of EPA's "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments," 40 CFR Part 31, and OMB Circular A-87: "Cost Principles for State, Local and Indian Tribal Governments." Universities and other non-profit organizations are subject to EPA regulations, "Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations," 40 CFR~Part 30, and Oil'[B Circular A-122, "Cost Principles for Non-Profit Organizations."
