AGENDA ITEM: Recommendation of Award to Leahchem Industries, Inc., for the Polymer for
Wastewater Treatment Plants -Annual Contract

BACKGROUND: The project is to provide an annual contract for the supply of polymer used in the
treatment of wastewater at the Wastewater Treatment Plants in the City of Atlantic Beach and the
Buccaneer District.
Eleven suppliers were notified of the bid. Prior to Bid, five (5) suppliers demonstrated performance of
their polymer through field testing at the Atlantic Beach Wastewater Treatment Plant, as required in the
{ bid specifications. All field tested polymers met the treatment requirements for the plant operating
permit.
Two (2) bids were received by the Awards Committee on January 6, 1999, for the Polymer for
Wastewater Treatment Plants -Annual Contract, City Bid No. 9899-2 (Re-Bid). Both bidders submitted
the required documents with the bid packages. The three bidders ~vho demonstrated performance of
their polymer but did not bid had no comment as.to why they did not bid.
Bid r: Cost Per Pound of Polymer in 55 Gallon Drums.
Including Shimming (Price in 1997-98 was $1.25 per pound
Leahchem Industries, Inc. $ 0.869
Ciba Specialty Chemicals $1.08
RECOMMENDATION: Approve the bid of Leahchem Industries, Inc. for the annual contract for
Polymer for Wastewater Treatment Plants, authorize the City Clerk to send notification of award to the
bidder, and authorize the City Manager to sign the annual contract.
