Establishment of a Full Time position within the Parks and Recreation (P&R) Department.

APPROVAL OF:
The establishment of a Full Time Administrative Assistant position within the P&R Department by
combining the authorized vacant Part Time Beautification Coordinator position and the
authorized vacant Part Time Administrative Assistant position.
DISCUSSION AND/OR BACKGROUND:
Section 13 of the City Charter requires that the City Commission create, change or abolish
offices, departments, authorities, or agencies.
The Beautification Coordinator position has been vacant since April 1998 with the P&R
Department performing the functions of this position by use of part time and temporary
employees and, if required, overtime for current P&R employees.

Effective October 1, 1998, 'the P&R Department was authorized a Part Time Administrative
Position to assist the Director.
Based upon an evaluation of needs and a "test" of using a Full Time Temporary Administrative
Assistant employee with the P&R Department to perform many of the Beautification Coordinator
functions and provide administrative assistance to the Parks & Recreation Director, it is
recommended that the City Commission approve the above requested action.

FUNDING: Funds for this action are currently within the budget from the funded Part Time
Beautification Coordinator and funded Part Time Administrative Assistant positions. Although
this action will result in establishment of a Full Time position with benefits, this action will cost
$2,281.71 less that is currently budgeted for the two part time positions. This is based, in part,
upon the hourly rate of pay for the Administrative Assistant position being less than that budgeted
for the Beautification Coordinator position. Additionally, a full time employee will be paid for
2080 hours per year; whereas, two part time employees may each work more than 20 hours per
week for a total number of hours worked in excess of 2080 hours.
