STAFF REPORT AGENDA ITEM: SUBMITTED BY: 6 1_Z~. q9 Request by Community Development Board to meet with RAM Professional Group regarding Lot Coverage Ordinance George Worley II, Community Development Director DATE: January 19, 1999 BACKGROUND: ~~~ The Community Development Boazd is reviewing the proposed Lot Coverage Ordinance with the intent of making detailed recommendations to the City Commission to adopt a modified version of that ordinance. The Board is pursuing efforts to clearly define "Lot Coverage" and to assign maximum percentages of such coverage. They are at a point where they must decide to assign a single, city-wide maximum, or to assign maximum percentages based upon zoning districts, drainage basins, or some other logical boundary. In order to make such a determination, the Board believes that it is necessary to understand the basis upon which the Core City Project was designed. Specifically, the Boazd desires to know if the design considered existing impervious surface conditions or if it used some ~~ form of industry standard for residential uses. If actual conditions were used, did the design factor-in any growth or increase of impervious surfaces? The Boazd believes that this information will help them determine the percentages necessary to protect the integrity of the Core City Project. Since this project is a huge investment for the City, the Board feels that this should be of considerable concern. Several additional questions have been raised by the Board, relating to the definition of "impervious surfaces", which can be answered at the same time. To accomplish this, the Board has requested Staffto invite the RAM Engineering Group to attend a special meeting for this purpose. RAM would be expected to answer questions based upon their evaluation of the Core City Project design. ~• , Public Works Director Robert Kosoy has contacted RAM to determine what they will ''~ chazge to attend a meeting with the Community Development Board. Kosoy Director of Public Works SUBJECT: Consultant Fees by R-A-M for Appearance before the Community Development Board ~, On Tuesday, January 19th I discussed with Mr. Frank Gray, P.E., Vice-President of R-A-M, the desire to have their firm meet with the Community Development Board and discuss the issues of impervious surface and ordinances to effect a recommended percentage. I advised that this presentation would not be on the same scale as the Core City presentation and requested a quote for their services. On January 20th I received a written quote for three options. It is my recommendation that Option #3 for $1,375.OOlmtg. be approved since the two individuals from R-A-M, Mr. Frank Gray, P.E. and Mr. Wayne Reed, President are very knowledgeable about the topic to be discussed. If actual engineering services, such as detailed engineering calculations and data, are desired, an additional scope would need to be negotiated.
