Thomp~ City Manager DATE: January 19, 1999 BACKGROUND: As instructed by the City Commission, City Manager Jim Jarboe advertised for RFPs on executive search firms to assist in the selection of a new City Manager (see attachment). RFPs were sent to nine (9) firms. The RFPs were due on January 13, 1999, and four (4) responses were received. The proposals were reviewed by Finance Director Nelson Van Liere, Human Resource Director George Foster, and City Manager David Thompson. They agreed on the following ranking of the firms: 1. Slavin Management Consultants 2. The Mercer Group, Inc. 3. DMG Maximus 4. The Par Group All of the firms had 60-90 day time frames, and all recognized the Citizen Committee in their search process. The steps in the recruiting process were all very similar for the four (4) firms. Slavin had the lowest fixed costs, and they had extensive search experience in the State of Florida. Additionally, they had done the City Manager seazch for Jacksonville Beach, and we have been in touch with Jacksonville Beach officials who spoke highly of their work. The total projected costs for these services was presented as a figure not to exceed $18,197. Funds can be utilized from the City Manager's salary account to cover these costs if authorized by the City Commission. RECOMMENDATIONS: We recommend the approval of an agreement with Slavin w l . Management Consultants to conduct the search and hiring process ' for the position of City Manager as outlined in their proposal. Right of city manager and other officers in city The city manager, and any such other officers of the city as may be desi t by vote of the city commission, shall be required to attend city commission meetings. THE CITY MANAGER Sec. 2i. Appointment. The city manager shall be appointed in accordance with the provisions of Section 10 of this Charter and shall be compensated at a rate set by the city commission. (Ord. The city manager shall be chosen by the city commission solely on the basis of adminis• trative qualifications and ~vith special reference to education and experience in and knotivledge Sapp. No. 14 7 n § 22 ' . Applicants for the position of city manager shall meet the following educational and experience requirements: (1) Possession of at least a baccalaureate degree in Public Administration or a directly related field from a college or university accredited by a recognized accreditation agency in the United States or from a recognized college or university outside of the United States, which is acceptable to the city commission; and (2) Not less than three years of administrative experience as a city or county government chief administrative or'executive officer or as an assistant or deputy city manager. (3) A graduate degree acceptable to the city commission may be substituted for not more than one year of the required experience. (4) Two years of additional experience acceptable to the city commission maybe substi- tuted for each year of education towards a baccalaureate degree, up to a maximum of eight years. At the time of appointment, the new city manager need not be a resident of the city or state, but during the tenure of office shall reside within the city of Atlantic Beach. ~~ (Ord. No. 28-93-3, § 1, 8-23-93) Sec. 23. Powers and duties. The city manager shall be the chief administrative officer and as such, head the admin- istrative branch of the city government. The powers and duties of the city manager shall include but not be limited to: , (1) Establish and maintain a line of communication tivith the city clerk; and (2) Administering and enforcing all enactments of the city commission; and (3) Preparing and forwarding agenda materials to the city clerk for every commission meeting; and (4) Preparing the budget annually and submitting it to the city commission, and being responsible for its administration after adoption; and (5) Preparing and submitting to the city commission at the end of each fiscal year, a complete report on the finances and administrative activities of the city for the year just completed. The duties of the city manager during any temporary absence or disability Shall be carried out by a deputy city manager, or in the absence of the latter, by another administrative officer • of the city designated by the city manager or the deputy city manager. Administrative departments as established by ordinance shall report to and serve under the city manager. (Ord. No. 28-93-8, § 1, 8-28.98) Sec. 27. Governance of departments. The city manager may head one or more administrative department or select and employ persons qualified in accordance with city personnel practices to supervise, direct and control such departments.
