Thompson, City Manager DATE: February 17, 1999 BACKGROUND: The original design for the lifeguard building was submitted by William Morgan and Associates. The design was approved by the City Commission and Staff, and it was submitted to the Florida Department of Environmental Protection (DEP) for approval. The design was advertised for bid and awarded based on the original design. The DEP approved the plans with modifications to the pilings and beams. This additional work will add considerably more steel and concrete into the building. The contractor has requested an additional $4,456 to cover his expenses, and Building Official Don Ford has reviewed the work and concurs that this amount is reasonable for the additional requirements. The funding for this change order, in addition to the previously approved change orders, is available in the existing Fire Department budget. Specifically, the Fire Chief position has remained vacant, and the money budgeted for his salary can be adjusted to cover these changes without a resolution. RECOMMENDATIONS: We recommend the approval of the change order in the amount of $4,456 to Dowling Construction. Ford ~C tl DATE: January 19, 1999 BACKGROUND: Dowling Construction has submitted change order number three to allow construction of the pilings and foundation of the Lifeguard Station in compliance with the state permit. The original design as submitted by William Morgan and Associates was not approved by the Florida Department of Environmental Protection (DEP). This is the design Dowling Construction bid on. The redesign has enlarged the size of the pilings by 25% concrete content and a 600% increase in steel content. The grade beam which was below grade has been raised to be above grade which requires extensive wood framing and form work not required in a below grade beam. RECOMMENDATION: Based on the considerable increase of the foundation cost staff recommends approval of Dowling Construction's change order in the amount of $4,456.
