Thompso City Manager Deputy Chief John Campbell BACKGROUND: The Police Department provides a variety of training programs and courses for the officers in the Department: They are reimbursed for college expenses as per the Collective Bargaining Contract; Select officers have memberships at the local fitness center; ~~ There are numerous courses over the year that help to keep officers up-to-date on changes in laws and investigative procedures; In-service programs include firearms, driver training, and defensive tactics addressing the high liability areas; and Specialty courses are often provided to increase the overall department ability to address certain problems. The police training budget sometimes varies according to the grant funding that maybe available and the training that is provided. For example, in 1997 the Police Department spent about $22,000 in police training, as compared to 1998 when the Police Department spent about $9,000. $9,000 was approved in the 1998-99 budget. However, the Police Department has more people in college than they have had previously, and pursuit driving training has just been completed in St. Augustine. Additionally, there are several weeks scheduled in April to certify all Atlantic Beach Police Officers as radar operators, and the Department would like to purchase a projector that will allow instructors to use PowerPoint or Presentations for .-~ .. training. The Police Department needs an additional $10,000 in funding to cover its training costs for the rest of the year. The source of this funding is from the Contraband Forfeiture and Training funds identified in the 1998-99 City Budget under the Police Trust Fund account 610-0000-521 on pages 88 and 90. The revenue for this account originates from training funds received from arrests and citations issued by officers, and from assets forfeited under state or federal law. This money is not general fund money, and it is restricted by state or federal law. Law Enforcement Training is approved by both state and federal regulations. RECOMMENDATION: We recommend the approval of appropriating $10,000 from the Law Enforcement Trust Fund reserves into the Police Training account. ATTACHMENT: See related resolution. Memorandum from Deputy Chief Campbell REVIEWED BY CITY MANAGER: AGENDA ITEM NUMBER: w RESOLUTION NO. 99 - 6 A RESOLUTION AMENDING THE OPERATING BUDGET FOR THE CITY OF ATLANTIC BEACH, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1,1998 AND ENDING SEPTEMBER 30,1999, TO INCREASE APPROPRIATIONS IN THE POLICE TRUST FUND FOR THE PURPOSE OF POLICE TRAINING. WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day to day decisions affecting such budgetary systems require adjustments from time to time. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Atlantic Beach, that the following Budget Modification be approved for the 1998-1999 Operating Budget. POLICE TRUST FUND Expenses: Operating Expenses Training 61000005295400 $10,000 Description: The available funds were accumulated from arrests and citations issued by officers, and from assets forfeited pursuant to state or federal law. The funds are restricted for training and this request is for that approved purpose. Recommendation: To amend the 1998-99 Operating Budget to reflect the anticipated increase in training costs as described in the March 2, 1999 staff report from the City Manager. Campbell Subject: Budget Transfer/Resolution I3ack~round• In fiscal year 95/96 the Police Department's actual training fund ehpenditures were $13,076, in 96/97 $22,490, in 97/98 $9,000. For fiscal year 98/99, with the increase number of ofFicers attending college, several new employees to complete the F.T.O. Training Program and receive a large amount of basic training, we requested a budget of a minimum of $13,000. When the budget was completed, there was only $9,000 budgeted for this fiscal year. After reviewing the present budget to date dispersal's, it is apparent that even the requested $13,000 would not be sufficient The police department presently has four officers that are partaking in the program for tuition and book reimbursement for attending college. We have had several officers attending training in the investigative field to help them with criminal case investigation, D.U.I. Investigation, and Court Preparation. This along with more officers taking advantage of'the physical fitness memberships that are offered, has caused a major strain on the amount of money that was original put in the budget for police training. Recommendation: I recommend that an additional $10,000 be transferred from Police Trust Fund Money to the Training account. Funding: The needed money can be transferred from the Police Trust Fund or Contraband Forfeiture Funds, which leave a balance of just over $83,000. This money has a dedicated purpose, and is funded by $2.00 assessed for each ordinance violation, collected by the courts and returned to the city, and money forfeited to the police department by the courts from criminal activity. One use is to provide criminal justice education and training courses, including recruit training for Police Department Personnel, and higher education f'or job related fields.
