AGENDA ITEM: Selection of a firm for the Design of Dutton Island

BACKGROUND: The City's Purchasing Agent received eleven (11) Proposals for
Conceptual Planning and Site Design at Dutton Island Wednesday, February 10, 1999. These
proposals were reviewed and ranked by Staff (City Manager, David Thompson, Public Works
Director, Bob Kosoy, Assistant Public Works Director, Donna Kaluzniak, Parks and Recreation
Director, Timmy Johnson, Community Develop/Planning Director, George Worley). The top
three proposals, as ranked by Staffare as follow:
* Landers-Atkins gg,g
* Reynolds, Smith & Hills (R S & H) 83.8
* Wallace, Roberts & Todd (W R & T) 81.4
NOTE: Landers-Atkins team member Environmental Resource Solutions has previous experience
with Dutton Island when the Island was proposed as a residential development.
RECOMMENDATION: Authorize the City Manager to negotiate a contract with
Landers-Atkins for the Conceptual Planning and Site Design of Dutton lsland and bring the
contract to the City Commission for approval.

REQUEST FOR PROPOSALS FOR CONCEPTUAL PLANNING
AND SITE DESIGN AT DUTTON ISLAND
The City of Atlantic Beach invites interested architectural firms and professional recreational
planners to submit proposals for the planning and site design for a recreational park at Dutton
Island, an area immediate adjacent to the Intracoastal Waterway in the City of Atlantic Beach.
~' The City is seeking an overall recreational study to fully utilize the site's natural character and site
fronting the Intracoastal Waterway. The amenities envisioned include boardwalks, nature trails,
docks, bridges, restrooms, picnic area, parking and a canoe launching dock. This conceptual
planning and site design effort includes the following:
• Public Participation
• Site Analysis
• Parks and Recreation Design
• Strategic Maintenance Planning
• Habitat Mapping
• Wetland Delineation
• Protected Species Evaluations
• Environmental Permitting
• Topographic Surveys
• Trip Generation/Distribution Studies
• Water and Wastewater Design/Permitting
• Storm water Management and Permitting
• Preliminary Estimate of Cost

The following tasks may be authorized by the City
after a Conceptual Plan and Site Design is approved:
Construction Documents- Bid Documents, Technical Specifications, Construction
Quantities and Spreadsheet with Itemized Estimate of Probable Cost
Construction Administration- Resident Observation, Shop Drawing
Review, Record Drawings- Certifications of Completion
The proposals will be received, IN TRIPLICATE, at the Office of the Purchasing Agent, 1200
Sandpiper Lane, Atlantic Beach, Florida 32233, 247-5828 until 4:00 P1VI, Wednesday, February
10, 1999.
