Grant for Dutton Island SUBMITTED BY: George Worley II, Community Development Director ~ ~~ DATE: Apri16, 1999 BACKGROUND: The City of Jacksonville, in cooperation with the City of Atlantic Beach, submitted an application for grant funding to the Florida Inland Navigation District for the design and permitting of one canoe launching facility on Pine (Dutton) Island. As a part of that application the city must submit a resolution supporting the application and stipulating acceptance of certain conditions. F.I.N.D. has provided a standard format resolution to be used. The approved Management Plan for the park indicates at least two canoe launching facilities, with a possible third facility neaz the main entrance. This application, if successful, will fund one of the required facilities. RECOMMENDATION: Adopt Resolution 99-10 and authorize staffto forwazd a copy to the Florida Inland Navigation District in support of the previously submitted grant application. ATTACHIviENTS: 1) Resolution 99-10 (Attachment E-6) REVIEWED BY CITY MANAGER: AGENDA ITEM NO. ~' f RESOLUTION 99-10 ATTACHMENT E-6 RESOLUTION FOR ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM ~'VHEREAS, THE Ci of Atlantic Beach Is interested in carrying out the following described project for the enjoyment of the citizenry of Duval Countv and the State of Florida: , Project Title Dutton Island Canoe Launch Phase I Total Estimated Cost $ $43.000.00 Brief Description or Project: Design and Permitting of a canoe launch on Dutton Island. Application made in cooperation with the City of Jacksonville. The City of Jacksonville will assist in funding the project by separate resolution. AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the Citv of Atlantic Beach that the project described above be authorized, AND, be it further resolved that said City of Atlantic Beach make application to the Florida Inland Navigation District in the amount of 50 % of the actual cost of the project in behalf of said City of Atlantic Beach AND, be it further resolved by the _ City of Atlantic Beach that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Rule 66B-2 F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications ~~, attached thereto unless prior approval for any change has been received from the District. 3. That it has the ability and intention to finance its share of the cost of the project . ~, and that the project will be operated and maintained at the expense of said City of Atlantic . Beach for public use. 4. That it will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P. L. 88-325 (1964) and design and construct all facilities to comply fully with statutes relating to accessibility by handicapped persons as well as other federal, sate and local laws, rules and requirements. 5. That it will rriaintain adequate financial records on the proposed project to substantiate claims for reimbursement. 6. That it will make available to FIND if requested, a post-audit of expenses incurred on the project prior to, or in conjunction with, request for the final 10 percent of the funding agreed to by FIND. ` This is to certify that the foregoing is a true and correct copy of a resolution duly and legally adopted by the Citv Commission of the City of Atlantic Beach at a legal (~ meeting held on this 12th day of April, 1999.
