Thompson, City Manager BACKGROUND: ~ The janitorial contract for the cleaning and maintenance of City buildings was advertised for bid last month. There was only one (1) bid that was received, and it was for over $52,000. Apparently, many of the businesses that might have bid on the project did not want to post the insurance required for qualification. To put the existing bid into perspective, the City of Atlantic Beach spent over $32,000 in 1998 on building maintenance. ` In looking at various options, it is feasible for the City to establish a Building Custodian position with full benefits, and still reduce the annual cost to the city for building maintenance. Additionally, it is desirable to have someone with tivhom the other department members become familiar. This provides for better communication and improved service, especially when there are special needs or problems to be addressed. Although the previous City Manager made a similar attempt in the past to hire someone to perform this service, the position at that time had no benefits. A full time position with benefits can be established @ 7.61 per hour with full benefits, and the annual cost to the City will be approximately 21,929 per year. The city will also have to provide cleaning equipment and supplies for this position tivhich can be anticipated at less than $1,000 for start up costs and cleaning in this fiscal year. In the supervisory structure of the City, this position would be answerable to the Finance Department, consistent with the existing process for building maintenance. t ~ RECOMMENDATION: We recommend that the City Commission authorize the creation of a full time Building Maintenance position for the City of Atlantic Beach.
