The letter includes an invitation to services on May 2, 1999 specifically to pray for the community and its leaders, and it requests an R.S.V.P. 7. The City of Atlantic Beach has received an invoice for funding for Town Center consistent with the funds authorized in the Four Party Agreement as approved in ,.- ~, December of 1998 (see attachment). "The check is in the mail." 8. Information Management/Y2K Report City staff has been working for months on a comprehensive report to assess our existing and future information management needs. Although the Y2K issue is one of the factors under consideration, there aze additional issues that aze just as demanding and critical in the efficient information management operations of the City's systems in the near future. In addition to staff input and reviews, we have obtained outside technical assistance to assist in this project analysis. Within the next few weeks, we should have the information necessary to provide the City Commission with a complete evaluation of the systems including recommendations for softwaze and hazdware upgrades necessary to assure the integrity of the systems. At that time, we will report to the City Commission and ask that a special meeting be scheduled to address information management issues. 9. The construction of the Tresca Park is scheduled to begin within a few weeks. As a part of this project, it is going to be necessary to close off Begonia Street. The construction equipment is not allowed into the park lands because of the potential for damage. The best alternative is to close the roadway for the pazking and storage of construction equipment. Begonia Street has been scheduled to be closed when the flyover is constructed at Mayport and Atlantic, and this closing should not create any major inconvenience for citizens in the azea. Without the Begonia Street access, they will have to use Mayport Road to travel to Atlantic Blvd., and this will be inconvenient. However, the elimination of the Begonia Street connection to Atlantic Blvd. should reduce the afternoon traffic that uses Main Street as a bypass to get to Atlantic Blvd. This traffic will not be able to simply bypass Mayport Road, and this should significantly reduce the traffic flow and related dangers throughout the Main Street area. The existing plan is to have signs erected for about a week before the closing to advise everyone that the street will be closed. 10. Regarding an invitation to the Emergency Preparedness Annual Tabletop exercise (see attachment), I spoke with members of the Emergency Preparedness staff and declined to attend. I work with Emergency Management staff on a monthly basis, and I have attended tabletop exercises. Due to the city manager workload on that date and considering my ongoing experience in this area, I declined to attend the exercise. 11. See attached Junior Lifeguard Program report. With that in mind, I would like to commend the recent actions of Phil and the Public Works department. Approximately one month after the City Commission approved the road repairs for Selva Marina, I called Public Works to inquire when the road work would begin. To my surprise and delight,Phil amved at my house within the hour to assess the street conditions of our area. After seeing for himself how deplorable they were, he promised the repair crew would begin work within two weeks, and sure enough, they did. I do not assume to speak for all my neighbors, however I doubt anyone would argue with me that the repairs are excellent and exceeded expectations. The Police Department shares your cencsrns for safety on Sherry Drive,,and we continually study problems and c~nd!!ct speed enforcement on the roadway. In our opinion, the suggestion to lower the speed limit to 15 MPH is not feasible or necessary on Sherry Drive. State law prohibits municipalities from setting speed limits that low without specific approval from the State, and we do not have sr! adequate justification to obtain their approval. A recent analysis of the traffic on Sherry Drive indicated that ti,u average speed was 26 MPH; and 99% of (^~ the traffic v:as within ten miles per hour of the speed limit. Less than 1 % of the Traffic was speeding ten miles per hour ur more ovar the speed limit. VVe will cortint!e running radar on Sherry Drive, but this information has given us a realistic assessment of the problem and allowed us to identify the high incident times when the violations are the most common. This week, the Police Department is certifying all of its patrol officers in radar enforcement. «'e have had a number ofnfficers certified in the past, and over the next few weeks, we will be training all of the newer officers who have not been'previously certified. I have been a resident of Atlantic Beach for only five years and in that time, Sherry Drive has continued to increase in traffic and noise. Additionally, the elementary is located on Sherry and kids are coming and going to the playground and basketball court at all times of the day, not just school hours. There are more reasons such as: As one knows during non-school hours (i.e. when the speed limit is 25) no traffic ticket are given out for zero to five miles an hour over the speed limit. I asked the Jacksonville Sheriffls office, this is county policy. That allows people to legally go 30 MPH and that is just too fast and too loud for our residential community. Sit on any porch on Sherry Drive and watch the cars drive by at 30+ MPH. It is loud and frightening! Reducing to 15 MPH would slow cars down a good 10 MPH, which only reduces the total travel time on Sherry by under l5 seconds. That is not any time compared to the added safety and noise reduction we would all enjoy. This may cut down the through traffic ofnon-Atlantic Beach residence "cutting through" our neighborhood to get to AlA or Mayport Road, reducing road wear and noise pollution and increasing safety of our homes and children. The slower cars go, the less accidents, the less the severity of the accidents and the easier it would be to pull in and out of our drive~va}'s, side-streets, etc. Cars can pull over easier and quicker for the Police and Fire Stations making their way to a potential hazard. The financial impact would be minimal. tiVe would need to replace a few existing 25 MPH signs. No holes need to be dug or posts to be laid. This is a very easy fix that would mean so much to anyone who accesses Sherry Drive or has kids in the neighborhood. I personally would change all the signs so as to not impact the city financially. Please do not think long and hard about this decision or table it for a later date. It is a quick decision that only has positive effects. Thank you for your time. I appreciated your prompt reply of February 1, 1999. One of the holes was partially filled a few days later. Nothing further, however, has been done about the problem. Since I have observed repairs underway on other Selva Marina streets in the last few weeks, I wonder if our pot holes on Oak Circle have been overlooked? Would you please ensure that our repair request is included in the current work plan? I will reiterate the specific problems here. T originally reported two pot holes, both on the west side of the cul de sac, both very large (one roughly six feet in diameter, the other about four feet). The larger hole is at the north end of the cul de sac and has been partially filled with a black repair compound which is already beginning to flake up. Right next to it is a newly emergent smaller hole that should also be filled. The second pot hole that I originally reported is approximately forty yards north of Nineteenth Street. Nothing has been done to repair it so far. I again ask you to place some priority on repairing these pot holes since the problem will only get worse (and more expensive to fix) with each passing day. Since that date, I have been in your neighborhood several times to view the drainage and street problems first-hand. The public works director also ( accompanied me in the rain on February 1, 1999. 1Ve will be glad to assist you and your neighbors in several ways. ~Ve will initiate the minor repairs as soon as possible, especially pot holes that can be filled or repaired. Relative to the long-term repairs, we will assist as directed by the City Commission. Since the major repairs will require more comprehensive measures, we will assist in the formation of homeowners associations, and we will be glad to attend public meetings to discuss and explain the problems and the options for resolution. The report of "fecal matter floating down the street" is of particular concern for several reasons. Certainly, such an event would create a health problem that would be unacceptable by anyone's standards. There are specific protective steps that would be taken to address such a problem and to assure that it did not continue to be a problem in the future. However, we have never had such a report in your neighborhood, and it is difficult to investigate and respond to something that was passed down second-hand, after the fact. In the future, I would encourage anyone seeing such an event to notify public works immediately to have it corrected. I believe that you have been furnished with a report that explains the background relative to the streets and drainage in your area. If you need additional information or if I can be of further assistance in discussing this with your neighbors, please do not hesitate to call. I have evening commitments on Wednesday and Thursday nights, but I am available other nights for neighborhood meetings. I can also have another staff member meet with you if I am not available. I would like to inform you of two particularly vexing problems specific to the small Selva Marina cul de sac of Oak Circle. The first, a couple of large pot holes, can be remedied in short order. The second, habitual flooding of the street, will be require a long term solution. The two pot holes, both on the west side of the cul de sac, are very large (one roughly six feet in n diameter, the other about four feet). They have been a problem for over a year and they are getting larger as vehicles and storm water act on and under the road surface surrounding them. ask you to place some priority on repairing these pot holes since the problem will only get worse (and more expensive to fix) with each passing day. The drainage problem is even more troublesome. The entire length of the road on the west side of Oak Circle is awash in the lightest of rainfalls and is flooded to a depth of over six inches in heavy rains. The reason is that there is no drainage for the area except the roadbed itself. Storm water flows north from the Live Oak Lane area, across 19th Street, up the length of Oak Circle's west road, and into a shallow drainage ditch at the end of the cul de sac. The habitual flooding of the street exacerbates the road maintenance problem and, what is worse, deposits debris along the length of the cul de sac. I have been informed that at least one citizen has observed fecal matter floating down the street, posing a serious public health hazard. At the Commissioner's meeting, I was surprised to hear the Mayor mention that Oak Circle does not appear on the City's survey of its most serious drainage problems. May I ask you to have your staff examine our situation and consider adding Oak Circle to your list of severe drainage problem areas. LVater 2020 is our District's response to a legislatively mandated water supply planning effort, which is designed to ensure the availability of water for all existing and projected reasonable-beneficial uses and to sustain the water resources and related natural systems through the year 2020. The District has worked toward this goal through a cooperative process with your government and interested parties, government- owned and privately owned water supply utilities, self-supplied water users such as agricultural irrigators, regional and state governments, environmental and special interest groups, and the general public. This cooperative process has been carried out through Work Group V, which has been meeting regularly for more than a year. A draft water supply plan for the work group in your area is currently being reviewed. This draft plan identifies alternative water supply sources and strategies adequate to meet the water supply needs of the area through 2020. Work Group V's draft plan, when finalized, will become elements of the District Water Supply Plan, which is scheduled for completion in October 1999. The District recognizes that a water supply plan needs the support of local entities. Therefore, the District, at the time of the presentation, will seek your Council's endorsement of the alternatives and recommendations included in the plan as well as any input your Council might offer. They use the "Abbottville" tabletop diorama, which Don developed, to create mock disasters of all types. ~~ Don Abbott is a retired Division Chief of the Warren Township Fire Department in Indianapolis, Indiana. He created "Abbottville", a 12' x 18 ' HO scale tabletop diorama, over 10 years ago. It is a training tool used to teach fire, police, EMS and other persons involved with emergency mitigation. Scenarios are based on actual emergency incidents that Don has researched. He uses real fire, smoke, chemicals, backround voice and other "inputs" to make the incident as real to life as possible. Participants are given vehicles and personnel and are required to place them at the scene just as they would in real life. Staff Memo for Chief Mayo, 4/6/99 American Red Cross Volunteer Lifesaving Corps/Atlantic Beach ~' 1999 Junior Lifeguard Program The 8 day program is designed for up to 20 participants, ,ages 10 - 15 . The Training will be done by Mr. David Bew ,EMT, VVSI, Atlantic Beach Patrol LT. and Mr. Jim Palmer, American Red Cross Volunteer Lifesavings Corps ,Junior Lifeguard Instructor. 1 additional qualified lifeguard ,from Jacksonville Beach, will be on duty on all water activities for each group of 6 to 12 participants. For example, if we have 12 Jr lifeguards, there will be an additional lifeguard watching the group while the instructors teach, and 2 additional lifeguards for safety, if we have ] 3 or more Jr lifeguards. The junior lifeguards will be introduced to all aspects of lifeguard ocean rescue and be taught advance First Aid and CPR. They will use Surf Rescue boards, Kayaks, Surf boat and other ocean rescue equipment. The hours will be 9 - 4 ,Mon. thru Thur. ,June 14 thru June 24th and July 12 thru July 22 . Another session will be scheduled in August if the demand warrants it. A pool screening tests is required, consisting of :swimming the crawl for 25 yds continuously while breathing front or side, submerge and swim a distance of 10 ft. underwater, swimming a quarter mile (18 times across a 25 yd wide pool) and treading water for 5 minutes. The pool screening ~4~i11 be scheduled at a beach pool the end of May or first week of June. The junior lifeguards will be training and learning about how both the Jacksonville Beach and the Atlantic Beach ,beach patrols operate. Training is mainly at the Jacksonville Beach lifeguard station, (American Red Cross Lifesaving Corps station) , on the beach , in the ocean, with sessions at Atlantic Beach. Each participant would be charged S 100.00 to cover the costs of T-shirts, Field trip ,CPR certificates, books and training equipment. All money collected and budget will be kept by the American Red Cross Volunteer Lifesaving Corps (ARCVLC) registrar. Junior lifeguard programs are an extremely popular extension of the services provided by lifeguard agencies affiliated with USLA. With professional lifeguards as instructors, these (mostly summer) programs teach water safety, first aid techniques, build s elf-confidence and help prepare interested youths for work as lifeguards. Participants learn about beach safety in a fun and challenging atmosphere. Participants are girls and boys between the ages of 9 and 17 who meet the requirements of the agency's program they wish to participate in.
