Thompson, City Manager BACKGROUND: On March 18, 1999, the City Commission authorized the City staff to negotiate a contract with Landers-Atkins Planners, Inc. for the design of Pine Island (a.k.a. Dutton Island). Since that time, staff has met with Landers-Atkins and reviewed the Management Plan, the anticipated budget, the necessity for public input, and the proposed work and fees in the proposal. After several adjustments to the original proposal, the attachment is recommended for City Commission approval. The bottom line fee on the proposal amounts to $27,583 for the completion of the plans. Fifty percent of this amount will be refunded through a FIND grant when the construction contract is awarded. Page 149 of the 1998-99 budget shows $25,000 budgeted for this purpose. The proposal includes two (2) public workshops for public input, and a presentation to the City Commission with the Final Master Plan with cost estimates and program elements for the park. Staff has emphasized the desire to keep the island as "natural" as possible with low maintenance requirements for the future. City Attorney Alan Jensen has reviewed and approved the contract. RECOMMENDATION: We recommend the approval of the attached proposal for Landers- Atkins Planners, Inc. to design a master plan for Pine Island, and authorization for the City Manager to sign the contract. A. PROJECT KICK-OFF A.1 The Landers-Atkins Planners Team will meet with the designated representatives from the City and other appropriate entities to review goals, objectives, the time frame and products associated with the project. The vegetation and wildlife survey work will commence at this time. The existing boundary and wetland survey is adequate A2 The Consultant will assemble and review all available documents and maps of the site area including drainage plans, the City's Comprehensive Plan Recreation Element, aerial photos, topographic maps, transportation plans for the area and Dutton Island Management Plan. B. ANALYSIS 6.1 The Consultant will conduct a field investigation of the site resulting in a composite and analysis drawing of the site. This composite analysis drawing will include both opportunities and constraints of the site including such things as: • Wetlands • Soils • Drainage/topography • Vegetation • Access/Traffic • Utilities • Surrounding land use • Future land use proposals • Prevailingwinds -orientations • Wildlife • Security 6.2 The Consultant will structure and conduct a public workshop (at a City Council meeting if desired) to review the findings of the analysis relative to the suitability of the site. The workshop will be used to explain the constraints and opportunities that the existing conditions on the site present to the development of the master plan. Program elements will also be reviewed at this meeting. The Consultant will review the preliminary program and solicit input from the citizen groups and workshop attendees for program elements. The Consultant will hold debriefing meetings with City Recreation Department to finalize meeting notes and results. TIME (CALENDER DAYS) 2-21 ^ C. C.2 The Consultant will conduct a second public workshop at council meeting to review the altemative concept plans and to receive additional direction from the City. The concept plans will graphically depict the program as outlined in the management plan and will include access roads, parking areas, trails, wildlife preservation areas, picnic areas, canoe launch areas, and observation areas.. The consultant will identify the full development while being cognizant of the overall construction budget of $250,000. A preliminary construction cost estimate will be developed for each concept including permitting issues which will be identified during this phase. C.3 Consultant will meet with City staff for debriefing and to finalize direction and meeting notes. C.4 Based on the workshop the Consultant will prepare a preliminary master plan, make final adjustments and establish phasing priorities, and meet with the 41-48 City representatives to review. D. FINAL MASTER PLAN D.1 The consultant will prepare a final illustrative master plan, a description of the program elements, and cost estimates, in a report and present it to City Commission in a public meeting. D.2 Consideration of architectural styles and complexity will be examined in each segment of development of the master plan. In addition, utility systems, stormwater management, and traffic management considerations will be addressed in each altemative and final master plan. D.3 The master plan will illustrate land uses, i.e. parking, circulation, structures, passive areas, stormwater retention features, natural areas, and trails. D.4 A separate phasing plan will be developed if desired. 49-65 TOTAL DAYS 65 The Landers-Atkins Planners, Inc. team can provide the City of Atlantic Beach with construction documents, full permitting services, environmental management planning and construction administration if the City decides to move forward with implementation of the master plan.
