Could you submit an official letter stating that you took a sample to be tested and verified that it was copper
sulfate,and the circumstances under which you obtained the sample? Code Enforcement will probably want

It is indeed copper sulfate. I think someone from code enforcement should take a sample and have it tested. It is
a simple chemistry test. I can show if need be.

Hi Marc,
This is a follow-up to our phone call regarding the suspected poisoning of the 40+" tree located on the
property at 1753 Park Terrace East,by the adjacent property owner. As I just explained,the City did include
the following prohibition under Division 4 (General Provisions) of Chapter 23 (Protection of Trees and Native
Vegetation) of the Municipal Code of Ordinances:
Tree Spiking. It shall be unlawful to introduce any type of poison or reactive
material to a tree for the purpose of causing the tree to die or become diseased.
[Section 23-31(c)]
Additionally,under Division 6 (Violations,Enforcement and Penalties),Section 23-51 (Penalties):
General Provisions. Any person(s) violating a provision of this Chapter shall be
punishable according to the law or in accordance with the findings of a duly
appointed Code Enforcement Board...Person(s) charged with violations of this
Chapter may include...any person(s) who knowingly commits,takes part,or
assists in such violation. [Section 23-51(a)(5)iii]
Please relay the lab analysis of the blue powder as soon as possible. If it is indeed copper sulfate or another
substance that is detrimental to the health of the tree,we will proceed with Code Enforcement action. In the
mean time,I will contact Mr. Heflin to verify the date he first observed the substance as well as the name of the
adjacent property owner.
