Mr. Arlington:
Attached please find the Building Permit Application for the
destructive testing of Unit 65 at The Cloister Condominiums.
Specifically, this is an application for an “over the counter” Interior
Demolition Permit for the cost $59.00 as mentioned in your below email.
We have forwarded the application to the attorney for the owners, the
Campbells, for signature. Based on the attached page from the City of
Atlantic Beach website, notarized signatures are not required for
submission but will be required once the permit is issued due to COVID.
If my understanding is incorrect, please advise.
As previously discussed, the destructive testing will be performed on
Wednesday, July 22, 2020, at 9:00 a.m., pursuant to the attached Notice
of Destructive Testing and Observations. If you, or another
representative on behalf of the City, wish to attend the inspection,
please make sure to follow the notice and documentation procedures
outlined in the notice to be allowed access to the property.
If you need any additional information, please let me know. I can be
reached at 904-747-4600 ext. 168.

Subject: RE: The Cloister Condominiums - Building Permit Requirements
Ms. Bennett,
Based on FBC-B, Section 105.1, copied below, we require a building
permit whenever walls, ceilings, of roof structures are opened.
The first issue is the technical provisions of the FBC.
Other issues include verifying contractor licensing, liability
insurance, and Workers’ Comp.
Verifying the above issues helps to protect the property owners.
The building permit should be very easy to obtain.
It will be an “over the counter” Interior Demolition Permit and cost
$59.00.
Ask your contractor to click this link:
http://coab.us/799/Building-Dept
Find PERMIT SUBMITTALS LESS THAN 5 PAGES and follow the directions.
He will need the Building Permit Application Form and a Notice of
Commencement, if the cost exceeds $2,500.
Please fill in the application completely and provide all contractor
documentation.
If the permit will not include the replacement and finish of materials,
a separate permit will be required for that work.
[A]105.1Required.
Any owner or owner’s authorized agent who intends to construct,
enlarge, alter, repair, move, demolish or change the occupancy of a
building or structure, or to erect, install, enlarge, alter, repair,
remove, convert or replace any impact-resistant coverings, electrical,
gas, mechanical or plumbing system, the installation of which is
regulated by this code, or to cause any such work to be performed, shall
first make application to the building official and obtain the required
permit.
Sincerely,
Dan Arlington
