AGENDA ITEM: Request from New Friendship Missionary Baptist Church to forgive
a City Lien

BACKGROUND: Please see the attached correspondence from the Reverend Marvin
Nash, Pastor of the New Friendship Missionary Baptist Church.
The church was deeded a piece of property at Mayport Road between
Dudley Street and Church Road. This property had a lien on it that
was the result of the City condemning a house and demolishing it.
The original demolition cost the City $3,090. Late charges have
now accumulated in the amount of an additional $1,596.50, for a
total lien of $4,686.50.
The New Friendship Missionary Baptist Church is involved in a
number of community service projects serving citizens throughout
the neighborhood. They run clothing and food ministries, and they
are involved in other projects to improve the neighborhood and serve
people who are in need.
The City's actual expense for the demolition of the house was
$3,090. This is different from the previous request from Habitat in
that the I-Iabitat bill was for services that were not actually utilized.
The Habitat lien was based on minimum water rates, sewer rates, and
late charges, even though no one was actually living on the property.
' In this matter, the City actually incurred the cost of the demolition.
RECOMMENDATION: It is the staff recommendation that the late charges of $1,586.50 be
forgiven by the City, and the remaining $3,090 will be worked into a
...payment plan for the New Friendship Baptist Church.

Dear Mr. Thompson:
The property referenced above was recently deeded to New Friendship Missionary Baptist by the estate
of Lillian Lewis, c/o Antonio Lewis
We understand that the City of Atlantic Beach holds a nuisance abatement lien against the property in the
amount of $4,68b.50 including interest.
We are writing to ask the City of Atlantic to withdraw the lien on the property and forgive the debt if
possible. If this is not possible, we are asking that you please consider a schedule of payment that is
affordable for the church. New Friendship Missionary Baptist Church has paid a1I the delinquent taxes on
the property, the receipts are attached.
We realize chat this is a significant request, however, if it is granted, it will help us to further our efforts
to serve the community through the various ministries of the church.
