Personnel Please see the attachments outlining the additional training and certifications that were recently awarded to the city building official, Don Ford. Please see the attached commendation for Officer Brian Waldrep for the outstanding work that he did on an apartment fire on May 31, 1999. Officer Waldrep discovered the fire, called for the Fire Department, and evacuated people in adjoining apartments. Thanks to his quick action, there were no injuries, and damage was kept to a minimum. Please see the attachment from Mr. Douglas W. Maxwell complimenting our Public Works Department. 2. City Manager Search At this point, Mr. Slavin indicates that he has seven (7) candidates for consideration. He has completed the telephone interviews, but he has not done face-to-face interviews with applicants. Mr. Slavin needs guidance from the Commission as to the next step in the process. He said that he can do the face-to-face interviews with the top applicants, or he can arrange for the top applicants to come to Atlantic Beach for interviews. Some of the questions and choices include: How many of the top seven (7) does the City want to interview? Does the City wish to interview each candidate face-to-face? Does the City want to add any additional candidates to the top ones? How, when, and where does the City want to do the interviews? Does the City wish to meet spouses/family? Does the City want to do a public reception for the top applicants? Does the City want Mr. Slavin present when the City interviews candidates? ~:~ s~ Do elected officials want to have one-to-one meetings with candidates? What is the role of the City Manager Selection Committee in this process? 3. R-A-M Update Please see the attached staff report. Information and concerns from the Workshop on June 2, 1999 were discussed with R-A-M on June 8, 1999. The attached reports note the various matters that were brought to their attention for further consideration. Additionally, please see the Comments from Mike Schmidt, P.E. forwarded through Public Works Director Bob Kosoy. 4. JTA Flyover Direction The City Manager contacted John DeVault consistent with the City Commission's direction to determine the costs for his review of the matter. Mr. DeVault said that he would conduct a preliminary review at no charge to the City. He requested the City files relative to the Flyover, and the City Clerk's Office compiled the records for his review. The file was copied and sent to Mr. DeVault on June 9, 1999. Mr. DeVault will evaluate whether or not he believes that Atlantic Beach has a good legal challenge to the proposed JTA Flyover. 5. Lifeguard Building The new lifeguard building is almost completed, and the old station will be demolished in the near future. In the mean time, public works noted that we had some large construction equipment near the sight working on Beach Avenue, and we could probably save some money by having them remove the asphalt and concrete around the building while they were close by. A price was negotiated for this work, and the removal of the asphalt and concrete will be done, soon. The Beautification Coordinator and Board are working on plans for the area around the station and the end zone. They are coordinating with Ms. Cindy Corey, Mr. Rene Schiegg, and others to plan for landscaping, public showers, and other amenities at that location. 6. Please see the attached staff report from Mr. Kosoy, Public Works Director. A sewer leak has been located and has to be repaired. This leak is approximately 15 feet underground, and the repair is estimated at $11,256.94. This will be repaired through our existing contract with Gruhn-May. This item is being provided for your information. 7. YMCA At the request of the City Manager, the Building Official inspected the building in Russell { ~Y! ~. tl Park that currently houses the YMCA. Please see the attachment. The bottom line is that the building has just about lived out its usefulness, and it would not be cost effective to make extensive repairs to the facility. The City Manager met with the YMCA, and the YMCA knows that it will not be able to function in the existing facility for more than a few more months. 8. 1999-00 Budget Please see the attached budget schedule prepared by Finance Director Nelson Van Liere. If you have any questions about it, please do not hesitate to call the City Manager. 9. Please see the estimate and diagram provided for the conversion of the property on Atlantic Boulevard to a youth soccer field. The price to clear and develop the field would be approximately $175,000. However, before making any commitment on the use of this property, it should be noted that there is no parking identified for the soccer participants or families, the size of the property will probably be reduced when the third lane of traffic is added to Atlantic Boulevard by FDOT, and it will be taking some commercial property off the market that could become a asset regarding future tax revenues. This will probably be discussed during the budgeting this summer. 10. Gee and Jensen conducted the cost benefit analysis that was requested relative to the Shangri '"'' La Lift Station. They concluded that it would be advisable to proceed with the survey and design of the gravity sewer main as previously discussed. Please see the attachment. 11. Fire Contract The implementation of the Fire Contract was effective June 1, 1999. However, the pension issues and funds require ordinance changes and Pension Board approvals before the assets are transferred to the Jacksonville Pension Plan. We are working with Attorney Bob Sugarman to draft the appropriate ordinances and take us through the necessary processes. 12. Habitat Property We are waiting on the appraisals of the property relative to the Habitat proposal. However, according to the City Attorney, the City will have to reimburse the restricted sewer funds the amount of the purchase price of the property that the City wishes to trade with Habitat. When all of the numbers are identified, staff will follow up with a report on exactly how much money is involved and how the City can consummate the deal. 13. Round About The Police Department has been taking traffic counts on the streets leading into the intersection. When these numbers are available, they will be forwarded to a traffic engineer to consider for the proposed round about. ri -~ ~, 14. Please see the Project Status Report and the Waste Management Monthly Report. 15. Reminder: Sewer Connection Requirements The City has started mailing out letters to more than 270 citizens or property owners that were not connected to the sewer system where it was available. The letter serves them with notice that they must connect to the system within 365 days, and they will be billed for sewer services within 90 days of the notification. For those unable to afford the connection fees, the City will provide financing if necessary. 16. Computer Progress The Utility Billing program on the AS/400 has been replaced, and the new Y2K compliant Customer Information Service software is loaded and live. We are still working bugs out of the system, but this conversion was necessary for Y2K compliance. The other upgrades and networking are still in the final planning and negotiating stages. 17. Medians Staff has spoken with the contractor about the medians and the infestation of leaf miners. We will continue to work with them and monitor the medians. Staff is also awaiting guidance from Kelly Elmore as to the replacement of plants in some area. Mr. Elmore may have funding to assist in this endeavor. 18. Bull Park Update Eight (8) businesses submitted prequalificationpackages for consideration, and it appears that six (6) will be prequalified to bid on the Bull Park Project. Thompson Subject: Fire at 1088 Cornell Lane Date: May 31, 1999 On Monday, May 31, 1999 at 2:22 am, Atlantic Beach Police Officer Brian Waldrep observed smoke in the area of Mayport Road. He identified the source of the smoke at 1088 Cornell Lane, the Atlantic Arms Apartments. Officer Waldrep called in the fire to the Emergency Communications Center in Atlantic Beach , at which time the Atlantic Beach Fire Department was dispatched to the scene. Officer Waldrep went to the door of the apartment that was burning, and he yelled for anyone inside. There was no response. He kicked in the door, but the smoke was too heavy for him to make entry. He then woke up the people in the apartment next door and began evacuating residents. Responding police officers assisted in evacuations. The Atlantic Beach Fire Department was the first fire company on the scene. They immediately made entry into the apartment which was fuI1y involved with flames visible through the roof. '~ The Atlantic Beach firefighters, including Lt. Sam Bass, Tony Doshier, Jim Renaud, and Brian Crolley, were able to "knock down" the fire and bring it under control. Other fire units responded to the scene including the City of Jacksonville, Jacksonville Beach, and the Mayport Naval Station. There was no one inside the burned apartment, and there were no injuries to any citizens. One Atlantic Beach firefighter sustained a minor injury from the fire, but there were no serious injuries. Most of the fire damage was in one apartment, although there were other apartments that sustained some damage. The origin of the fire is under investigation by the State Fire Marshal's Office and the Florida Department of Law Enforcement. Until the origin of the fire is determined, all fires of this nature are treated as "suspicious" fires. When a determination is made relative to the origin, it will be announced. The actions of Officer Waldrep and the professional response of the Atlantic Beach Firefighters served to quickly bring the blaze under control, protecting Lives and property. Thompson, City Manager BACKGROUND: On June 2, 1999, the City Commission had a Workshop to discuss the R-A-M report. At the meeting, a variety of suggestions were made relative. to continuing guidance and direction to R-A-M. However, since it was a Workshop, no official action could be taken by the City Commission. The attached directions/comments were discussed at the Workshop, and staff has already directed these concerns to R-A-M. R-A-M will be responding in the near future. If there are additional issues that Commissioners wish to include, then they may be added through staff at any time. RECOMMENDATION: None at this time. Concerns for Sherman Creek reconnection: R-A-M photos are not up-to-date. Problems are anticipated with existing routes. Some of the specific problems were discussed from Workshop i.e. Route D will not work due to concrete at that location, and Route A on Selva Marina Drive is not practical. There are still many questions as to feasibility, and need for modeling to assure that it doesn't adversely affect neighbors. Is it feasible to drain to the Fleet Landing Lake, and overflow the lake into Sherman Creek on the North side? 2. Use Howell Park and Johansen Park on a limited basis for overflow. Dredging Howell Park is probably necessary, and enlarging park water retentions maybe feasible without completely inundating them (as per ETM). If we do this, can we avoid the bypass of Howell Park? If so, what level of service? ~"""" ` How can we achieve a 5 yr LOS ? To identify a route for water to Howell Park, it was discussed that the elementary school has flooding problems, and they would probably be willing to assist with easements necessary to channel some water through their property. 3. Value issue: Do we need automated "flap gates"? What are the costs when compared to manually operated tidal flaps? 4. Ongoing inverted crown issue. R-A-M was advised that the issue of inverted crowns was discussed. 5. Exfiltration: Can we eliminate the Howell Park bypass if we use Howell Park for overflow, and add exfiltration? With exfiltration, can we achieve 5 yr. LOS ? 6. Could exfiltration be "phased in" in the future? 7. If the numbered streets went to one-way, would they be able to reduce the sizes and subsequently reduce the costs of the roadways significantly? (~1 i L. 8. Is R-A-M planning to use bypasses or overflow pipes rather than replacing the entire .existing culverts? Answer was "yes". 9. Utilization of an arborist (Early Piety) not a landscape architect to preserve trees was recommended. In addition to the questions above, the attached list of questions was also given to R-A-M for their review and response. ~,,.~ t QUESTIONS FOR THE R-A-M GROUP 1. The "DRAINAGE BASIN" that contributes to the Selva Marina Lagoon and Outfall Canal drainage system is approximately 900 Acres. (a) For each "storm event" considered (i.e. 2-yr., 5-yr., 10-yr., 25-yr. and 100-yr.) how much total 24-hour rainfall must be accomodated and discharged? (b) What "rainfall intensity" curves were used to deter- mine the total 24-hour rainfall for each storm event? (c) What "coefficient of runoff" was utilized for the lands within the approximately 900-Acres drainage basin for each storm event? (d) What "time of concentration" was used to determine 'the "Peak" rainfall runoff for each storm event? (e) What "pipe sizes" were determined to be needed for the "numbered" streets in the Core .City for each storm event? (f) What street/curb grades were determined to be needed (from East Coast to Sherry) for each "numbered" street? (g) What "pipe sizes" were determined to be needed for Sherry Drive beginning at Ahern St. and contin- uing to Plaza? (h) What type of concrete curb -- either "high curb" or "Miami curb" or "ribbon curb" -- was included in the drainage design and hydraulic considerations? (3) (3) ,. " (i) Were "drop curbs" and paved "concrete flumes" -- leading into Howell Park from Sherry Drive -- included in the design considerations for the Core City? (j) What "Unit Prices" and materials "Quantities" were utilized in preparing the "Cost Estimates" presented in the Preliminary Design Report and the Amendment to that Report? (k) If detailed "Cost Estimates" were prepared for the "Base System" and for the several "Alternate Systems, where are those detailed "Cost Estimates"? 2. Did anyone from the R-A-M Group actually "LAMP" the existing storm drainage pipes to determine which drainage pipes are either "open", "plugged", or "collapsed"? 3. What evidence of "over topping" of the highway Fla. A-1-A drainage canal for the Fleet Landing West Culvert north and northwest to Puckett Creek were .observed and such high water elevations determined? 4. What coordination of the R-A-M Group "design efforts" was made with the Florida Department of Transportation Drainage Maps for Mayport Road and for highway Fla. A-1-A? 5. What "FLOODING IMPACT" from the proposed "storm ~~ 1a w ~~ was determined along the Sherman Creek route from Sevilla Gardens northerly (and east and west laterally} to Wonderwood Road? 6. Were any soils borings, sieve analyses, and ground water elevations determined along Beach Ave., ' Ocean Boulevard, and East Coast Drive? ~. MEMORANDUM June ~, 1999 TO: FROM: RE DAVID THOMPSON CITY MANAGER BOB KOSOY PUBLIC WORKS DIRECTOR COMMENTS FROM MIKE SCHIv11>DT, P.E. ON R-A-M REPORT I spoke with Mike Schmidt, P.E. of Camp, Dresser & McKee, on June 4, 1999 regarding the report from The R-A-M Professional Group. Mike has not had a chance to review Section IX yet, but his comments on the rest of the report were as follows: 1. Mike stated that we need to determine the level of service and storage available in the streets based on the depth and duration of flooding. This is a simple calculation that can be done using digital topography at node points and open channel information to determine the depth over the crown of the streets. 2. Regarding inverted crowns, Mike noted they allow for flexibility, are easy to work around, and do a good job of conveying water away from homes and yards. 3. I asked Mike if he thought the solution of reconnecting Sherman Creek through the lake at Fleet Landing was permittable, and he believes it would be. We would have to ensure equal or better pollutant levels with the treatment event, which is a 2.5 inch, three time annual occurrence. Treatment must occur in advance of the storm, and the system must be able to handle a surge. 4. Regarding whether the model CDM used had Sherman Creek connected or not, Mike said the model was used for an Intracoastal Waterway Basin study, and used the FEMA study for modeling. The model was run both with and without the Sherman Creek connection, and the stages varied between 0.2 to 0.3 feet. 5. Mike noted that the Sherman Creek connection provided a lot of wetlands storage. The City may be able to purchase the wetlands and get a credit. A good area to consider for maintenance by the City of Atlantic Beach is the old Sherry Drive right-of--way that is currently owned, but seldom maintained, by the City of 3acksonville. 6. Mike suggested the effect of the tailwater on Oceanwalk should be checked, by ensuring the proper elevations are noted at the end of Inland Way. The elevation at his house at 446 Inland Way is 14' NGVD. The water level during Hurricane Dora was noted at I S feet, however this may not be accurate, as the gauges were stuck at elevation 15. ICosoy, P.E., Public Works Director ~~~ DATE: June 8, 1999 BACKGROUND: In order to ensure that the sewer. lines under the construction area for the Wonderwood Connector were in good condition, the Public Works Department had our contract company clean and televise the lines. During the preconstruction conference at the Jacksonville Transportation Authority (JTA) on June 3, 1999, we informed the contractor, Superior Construction, Inc., that the sewer lines under the construction area were in good condition, with the exception of a sewer leak that will require a point repair. We have obtained a price of $11,256.94 from our annual point repair contractor, Gruhn-May, Inc., and, considering that the depth of this leaking service is approximately 15 feet, the estimate appears to be reasonable. With the City Manager's approval, we intend to have this work performed under the annual contract prior to Superior Construction beginning work on Wonderwood. Their proposed start date on Wonderwood is mid-July. The work will be charged against the budget the City Commission approved for utility work for the Wonderwood project.
