RESOLUTION N0. 99-20
A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, SETTING
FORTH THE CITY COMMISSION'S OPPOSITION TO THE PROPOSED
CONSTRUCTION OF A FLYOVER AT THE INTERSECTION OF ATLANTIC
BOULEVARD AND MAYPORT ROAD
WHEREAS, it is proposed by the Jacksonville Transportation Authority to construct a flyover
superstructure at the intersection of Atlantic Boulevard and Mayport Road for the purpose of
providing a solution to current congestion problems; and
WHEREAS, the flyover superstructure will not solve the problem; traffic will continue to
backup because there are no provisions to improve Mayport Road; and
WHEREAS, other existing, unfinished and on-going major construction projects further
compound traffic problems in areas already experiencing serious congestion and traffic delays, such
as:
Atlantic Boulevard between St. John's B1uffRoad and the Intracoastal Waterway
Beach Boulevard at Southside Boulevard
J. Turner Butler Boulevard between Southside Boulevard and the Intracoastal
Waterway; and
WHEREAS, other planned major construction projects that will come on line before the
above mentioned projects are completed will add even greater traffic congestion and delays, such as:
- Atlantic Boulevard bridge at Pablo Creek
- Wonderwood Connector
WHEREAS, with a cost of approximately eleven million dollars the construction of the
flyover does not represent the best use of limited tax dollars and these funds could be directed toward
another construction project of demonstrably greater necessity in regards to public safety and the
needs of the affected beach communities; and
WHEREAS, construction of the Wonderwood Connector will double the number of lanes
currently serving commuters to the Navy base, which could be expected to solve the congestion
problems at the intersection in question; and
WHEREAS, by removing several land parcels from future development, including Dutton
Island, a 101 acre parcel owned by Centex Homes, and a parcel previously owned by Mr. Tresca,
which have been purchased and will be converted into public park land, future density will be
maintained or lowered; and
WHEREAS, the location of the exit ramp onto Mayport Road will conflict with the entrance
to the U.S. Post Office and will make it unsafe, if not impossible, for residents to cross the road or
make a left turn; and

WHEREAS, the construction of a triple level structure exceeds the height limitations of
Atlantic Beach City Code and is not deemed to be consistent with the Comprehensive Plans of either
the City of Atlantic Beach or the City of Neptune Beach; and
WHEREAS, the proposed flyover only addresses morning traffic to the Navy base and will
not alleviate evacuation concerns for approximately 35,000 residents of the bamer island who live
north of Atlantic Boulevard; and
WHEREAS, the growth of the bamer island as projected by the Jacksonville Transportation
Authority, has not materialized; and
WHEREAS, it is the intent of the Atlantic Beach City Commission to preserve and protect
the residential quality of life for all Atlantic Beach Citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF ATLANTIC BEACH that the City Commission hereby opposes the construction of the proposed
triple level flyover interchange as it will negatively affect the quality of life for our residents.
BE IT FURTHER RESOLVED that a certified copy of this Resolution be sent to the
members of the Jacksonville Transportation Authority Board, the members of the Metropolitan
Planning Organization Board, the Department of Transportation, and the Honorable Council
Members of the cities of Jacksonville, Neptune Beach and Jacksonville Beach.
ADOPTED by the City Commission of the City of Atlantic Beach, Florida, this 28th day of
June, 1999.
