Personnel Please see the attachment expressing appreciation to Gene Cruz, Troy Lewis, and Virgil Rosario of the Public Works Department for their excellent customer service and teamwork in assisting a water utilities customer. Please see the attached thank you letter from Dezmond Waters for the cooperation and assistance of the Public Works Department regarding the Town Center brick cleaning operation. 2. FDEP Consent Order Update At the City Commission of June 14, 1999 the Mayor asked that staff research and report on what the City can do to satisfy conditions of the Consent Order. The attached report from Bob Kosoy summarizes the plan that the City must follow to adhere to the conditions of the Consent Order. 3. Process Safety Management Program and Risk Management Program These two programs are required by law for facilities which handle, store or use hazardous chemicals in certain quantities. The Process Safety Management Program (PSM) is required by the Occupational Safety and Health Administration (OSHA), and the Risk Management Program (RMP) is required by the EPA. Please see the attached report from Bob Kosoy which explains in more detail the work that was done by staff to complete and submit these programs to the proper agencies. 4. Zoning Maps Please see the attached report from George Worley. George has ordered new Zoning Maps for the Community Development Board and for sale to the public. Also, George will provide price quotes to you for a Zoning overlay for the large map in the Commission Chambers. 5. Bull Park Update There was a prebid meeting Friday, June 18, 1999. Six companies pre-qualified, and three companies came to the prebid meeting. The bid opening is scheduled for Wednesday, July 7, 1999. 6. City Manager Search: Mr. Slavin has been authorized to conduct the face-to-face interviews with the applicants, and he will provide the City Commission with reports and recommendations at the next City Commission Meeting. He was told that the City Commission wanted the top three to five applicants for future interviews. He FAXed a preliminary report this week, however, it did not go through the system successfully. He has indicated that a hard copy is on the way. As soon as the reports are received, they will be forwarded to the City Commission for review. 7. The interim City Manager is in Washington, D.C. at this time. He will return on Wednesday, June 30,1999. 8. AS/400 Computer System The contract has been signed for the AS/400 upgrades discussed last month. The networking upgrades are being reviewed at this time, and should be completed within another week. This cooperation included supplying the inmates from the Montgomery Correctional Center with the bricks to clean by frequently "churning" the pile of asphalt and bricks in order for them to be able to get at the bricks that needed cleaning. 1 commend you for your efforts in ensuring that this operation ran as smoothly as possible. Paragraph 16 of the Consent Order states that no later than November 15, 1999, we must begin implementation of the Stormwater Master Plan which provides a plan for reducing idenrified adverse impacts including eliminating any and all cross connections between sanitary sewer and stormwater piping. The Stormwater Master Plan addresses flood control and does not specifically provide for eliminating cross connections between sanitary sewer and stormwater piping. However, completion of projects recommended in the Stormwater Master Plan will help eliminate such potential cross connections. The stormwater project currently under design with Smith & Gillespie Engineers should be bid this fiscal year, and will meet the requirement to begin implementation of the Stormwater Master Plan. Even though this project is not within the limits of the project designed by ETM and now being redesigned, it does address remaining drainage problems in basin SM-D. Paragraph 14 of the Consent Order specifies implementation of improvements in the core city from Ahern Street to Saturiba Drive by December 31, 1999. When the 30 percent design phase is completed, we will know the basic location of new storm and sanitary sewers. With this basic information, we can proceed with televising, cleaning and lining of sanitary sewers, which would meet requirements of the Consent Order. A permit is not required for lining sanitary sewers, so this work could be expedited. However, to begin cleaning and lining sewers prior to having a 30 percent design completed could result in much wasted money, if the design calls for relocating or replacing the sewer lines. For this reason, it is important to proceed with the stormwater project as quickly as possible, at least to the 30 percent design phase. Also, regarding the stormwater structures located on the beach at 8`h Street and 10th Street, these will be eliminated as part of the major stormwater project. Removal and repiping of the structures was indicated in the ETM plans, and will be included as part of the current redesign. (3 MEMORANDUM TO: David Thompson City Manager FROM: Robert S. Kosoy, P.E., Public Works Director DATE: June 22, 1999 RE: Process Safety Management Program Risk Management Program On July 13, 1998, the City Commission approved a contract with Diversified Engineering, Inc. to develop the Process Safety Management Program and Risk Management Program for the City. These two programs are required by law for facilities which handle, store or use hazardous chemicals in certain quantities. Chlorine and sulfur dioxide are the two covered chemicals stored and used by water and wastewater treatment facilities at the City of Atlantic Beach. The Process Safety Management Program (PSM) is required by the Occupational Safety and Health Administration (OSHA), and the focus is on eliminating or minimizing chemical spills or accidents that could endanger employees. This program has been completed and submitted to the Florida Department of Labor as required. The Risk Management Program (RMI') was required by the U.S. Environmental Protection Agency (EPA). The main concern with this program is protection of the public, again, by eliminating or reducing the potential for catastrophic releases of hazardous chemicals. The RMP has been completed and submitted to EPA. We have been advised that only about 1,700 of the 85,000 facilities required to submit this program had actually done so as of June IS, 1999., These two programs required a team effort by City employees, coordinated by the Consultant. The Safety Coordinator, Public Works Director and Assistant Director, Water and Sewer Division employees, and members of the Atlantic Beach Fire Department met on a regular basis throughout the year providing input into the programs. Elements of the both programs include Employee Participation, Chemical Process Safety Information, Hazards Analysis, Operating Procedures, Training, Contractors, Mechanical Integrity, Management of Change, Incident/Accident Investigation, Emergency Planning, Site Security, Hot Work Permits, Audits, and Respiratory Protection. Staff evaluated every process for the five treatment facilities with regard to the above elements, and developed site specific programs for each treatment plant. We are pleased to inform the City Commission of the completion and submittal of the two programs. Copies of the Risk Management Program and the Process Safety Management Plan are in the City Clerk's Office. As mentioned in our conversation the Board has requested us to obtain an up-to-date map showing zoning districts within thirty days if possible. As we agreed, I will coordinate this with Lucas and Associates who provided us the updated street map. I have already contacted Mr. Lucas and he is preparing a price for the map. In addition to the small map, Monday night the City Commission inquired as to a Zoning overlay for the large map in the Commission Chambers. Mr. Lucas will also provide us a price for that. I will bring the price quotes to you as soon as I receive them. Thank you. ~~ ~-zg-99 AGENDA ITEM: DATE: SUBMITTED BY: Backaround• CITY OF ATLANTIC BEACH CITY COMMISSION STAFF REPORT Beaches Air Show June 14, 1999 David E. Thompso~ ity Manager A meeting was held at the Naval Station Mayport with the Base Commander and members of his staff, the City Managers of Jacksonville Beach and Neptune Beach, and Commissioner Meserve representing the Chamber of Commerce. This was to discuss the Navy's idea to bring the Air Show that is normally held at NAS Jacksonville to the Mayport Base in November of 2000. This show includes many static displays of aircraft, numerous aerobatics performers, as well as the Blue Angels. The acrobatics would take place over the ocean off the beaches. NAS Mayport will be placing $25,000 in their 1999-2000 budget for this event. They are requesting that the three beach cities appoint a representative to serve on an executive steering committee for this event. They also request the three cities provide assistance to defray the costs of bringing the Blue Angels to the show, and to absorb the cost of Public Safety and beach clean up in their respective cities. The cost to bring the Blue Angels would entail each of the beach cities to budget $10,000 in the 1999- 2000 budget for this event. This is a maximum amount that would be required from each city. The application requesting the appearance of the Blue Angels must be received by August 1, 1999 in order to get on their schedule for the year. This request must go first to the FAA in Gainesville for review and site inspection before it is reviewed for scheduling by the Blue Angels. Mayport Naval Staff will walk it through all approvals to make sure it gets to Pensacola Air Station, Blue Angels Command, by August 1, 1999. Commissioner Meserve will be prepare to present information or answer questions at the Commission Meeting. RECOMMENDATION: We recommend that the City Commission authorize the City Manager to: sign a letter of agreement committing Atlantic Beach to co-sponsoring this event with Jacksonville Beach, Neptune Beach, and the Navy; include a commitment of not more than $10,000 in the 1999-00 budget; and commit to providing beach cleaning and public safety as needed for the event.
