BACKGROUND: Each year, there is a Certification of Taxable Value form (DR-240)
that must be completed and submitted to the Property Appraiser.
On this form, the City of Atlantic Beach, through the City
Manager, establishes a tentative millage rate for the upcoming
year. The City Commission may then adopt that rate or a Lower
rate at the final public hearings on the budget. If the City
Commission should choose to raise the rate, then the City of
Atlantic Beach will have to notify all property owners of the
increase at the City's expense.
Please see the attached memorandum from Finance Director
Nelson Van Liere. This memo answers some of the most
commonly asked questions about the taxable valuations and the
impact of the millage rate.
Since the City Cammission has not reviewed or considered the
budget for 1999-00, maintaining the current millage rate as a
tentative rate may be the best option at this time. However, the
City Commission may choose other options, as discussed in the
attached memorandum, at the City Commission's discretion.
RECOMMENDATION: Staff recommends maintaining the existing millage rate as the
tentative millage rate for 1999-00, and authorizing the City
Manager to submit the DR-240 form to the Property Appraiser's
Office.

Subject: Form DR-420 Certification of Taxable Value
Please find attached a copy of the form DR-420. This form is used to inform the Property
Appraiser's Office of what the City's intentions are with respect to setting a millage rate for the
upcoming year.
The City Commission must set a Tentative Millage Rate. That rate will be notified to the
citizens through the Property Appraiser's Office.
The City Commission can then either adopt that rate or a lower rate at the final public hearing.
The City Commission may choose to adopt a higher rate, but then the City, not the Property
Appraiser's Office, will be responsible for re-notifying each property owner of the increase at the
City's expense.
• I have prepared the DR-420 assuming that the millage rate will remain at 3.1721 mills.
• If the City Commission would like a different rate, I will rework the form.
The following is some information which may help the City Commission decide what millage
rate they want to tentatively set.
• Current Rate is 3.1721
• Rolled Baclc Rate is 3.0368
• The current rate is .1353 mills more than the rolled back rate which represents a 4.455%
increase over the rolled back rate.
• Municipalities budget 95% of (taxable value X millage rate ).
• Using the current rate, budgeted revenue will be $1,842,450
• Using the rolled back rate, the budgeted revenue will be $1,763,864
• To adopt the rolled back rate would be to forfeit $78,586 of tax revenues to the General
Fund.
• The City will budget to receive $580,830 per mill.
• Last year the millage was increased .2S of a mill from 2.9221 mills to 3.1721 mills. This
represented $136,017 in additional tax revenues for the City.
• Ad valorem tax revenues represent 31% of budgeted revenues in the General Fund.
• Of the taxes paid by citizens of Atlantic Beach, only approximately 1 S% of the total tax
bill is for the City of Atlantic Beach.
• Other taxes paid by the citizens are to Duval County, School Board, Water Management
District and Florida Inland Navigation.
• Increased assessments account for $25,909,698 of the total increase in assessed value.
• New construction, rehabilitations, annexations and deletions account for $3,902,71 S.
• Total current year Gross Taxable Value is $611,399,921.
Recommendation:
Authorize the City Manager to sign and submit the Form DR-420 to the Property Appraiser's
Office indicating the following:
• The City Commission establish a Tentative Millage Rate of 3.1721 mills, the current
rate, for the purpose of providing the same level of service as the current year.
• Set the date, time and location of the first public hearing. (date to be provided at the
July 26"' meeting )
