BACKGROUND: The bids on the Construction and Renovation of Bull Park were
received on July 7, 1999 at 3:00 P.M. The City Commission had
identified approximately $250,000 for this project from various funds.
The bids are listed below:
ABBA Construction $349,839.88
Scott Peterson Construction $374,275.00
Military Construction $374,977.00
The bids greatly exceed the funding for the park.
The attached bid shows a breakdown of the costs for various parts of
the project, so we can identify the high priced items as compared to
the more affordable ones.
In past discussions of the Recreation Advisory Board, it was apparent
that members had "priorities" as to the various components of the
design. It appeared that building a playground area with fencing, and
having a place for adults to sit near the playground were priorities.
With City Commission approval, this can be accomplished by staff on
a smaller, more affordable scale.
RECOMMENDATION: 1. Staff recommends that the City Commission reject all bids for the
Bull Park Construction and Renovation Project.
2. Staff recommends prioritizing the components of the Bull Park
project, and proceeding with necessary purchasing procedures to
construct the priority components.

• BACKGROUND: At the April 12,1.999 City Commission Meeting, staff was
instructed to "find" $150,000 that could be used to fund the Bull
Park Proj ect. To that end, the Finance Director has prepared a
memorandum dated April 15, 1999 that identifies appropriate
funds for this project. The memo is self-explanatory, and it
identifies restricted funds, not general fund money, that can only
be spent on specific types of projects.
RECOMMENDATION: There is no reason to take any action on this funding until the Bull
Park Project has been approved and gone to bid, and the City is
ready to award the construction contract. At that time, a budget
adjustment would be appropriate when the construction contract is
awarded.

12.e: Potential sources of revenues for Bull Park
As you requested, I have identified some potential funding sources which may be used for
funding Bull Park improvements over the currently designated $103,000. It was my
~\ understanding the City Commission wished to locate an additional $147,000, bringing the total
for construction to $250,000 for the park improvements.
The current $103,000 is a designated amount that, with a budget resolution, can be appropriated
from the Governmental Capital Project Fund. This cash is available now and tivas originally
transferred to the Governmental Capital Project Fund from the General Fund.
Potential Funding for the additional $147,000:
To the extent that the construction requires the purchase and planting of shade trees, those
costs could be funded with the Tree Replacement Fund. Currently the balance available
is $22,478.
As you will recall, at the recreation workshop, the commission reversed their decision to
fund a Russell Park building to replace the trailer. The funding for that was located in the
Convention Development Tax Fund of $100,000. Resolution 91-5, Section 1, allows for
the use of these funds for park development and, upon verification of the City attorney,
these funds could be re-appropriated to fund this recreation project.
• Also, you will find in the current budget $35,916 budgeted for receipts of Cross Florida
Barge Canal funds. It was reported to the City Commission in the recreation workshop
that we actually received an unexpected allocation of $73,413. The difference is $37,497
which was available for recreation purposes and was not previously budgeted.
The Governmental Capital Project Fund is where the original $103,000 was designated and the
additional barge canal proceeds were deposited. T want to bring to your attention that the budget
for Tresca is partially funded with a reimbursement grant. There is the potential that between the
time the money is spent and the reimbursement received, the General Fund may supply the cash
in the form of a temporary loan called a "due from". This would show up in the financial
statements as an internal loan at year end only if the funds were spent this year and had not been
reimbursed by year end. When the funds are received, the loan would be eliminated. This is
typical when dealing with reimbursement grants.
Recommendation:
My recommendation for potential funding of the Bull Park improvements would be as follows:
• Appropriate through a budget resolution the portion of the Capital Project Fund already
designated of $103,000.
• Re-appropriate the $100,000 of Convention Development Tax funds.
• Appropriate the excess Florida Barge Canal funds of $37,497.
• Appropriate $9,503 of the Tree Protection funds for the balance.
The Convention Development Tax funds and the Tree Protection funds would require a transfer
of those funds to the Governmental Capital Project Fund where all funding would be pooled to
pay for the project from one account.
I do want to make it clear that this will bring the project total to approximately $267,000 due to
the funds already spent on design. If it is the Commission's intent to limit the project to
$250 000 including design then some portion of any of the above funding may be reduced. I
would also propose that the resolution amending the budget be deferred until bids are awarded
and funding requirements are better known.

Chairman Dezmond Waters opened the meeting tivith a discussion relative to the Atlantic
~3oulevard median beautification project. Per Kelly Elmore, DOT has approved a grant and lzas
given a 1 '/~ year period to complete tl~e project. Tl~e City of Atlantic Beach is in a maintenance
and grant agreement stage. Greenscape leas received funding~from the City of Jacksonville in the
amount of $50,000 for the project.
The next order of business was the improvements to BuII Fark. Cindy Corey, Bull Park
subconunittee Chairperson gave a detailed report on the improvements. Pete Dowling and Kelly
Elmore gave input. Below is a list of recommended improvements by the Bull Park
subcommittee:

In sununary, Keliy added that the plan's concept is to weave and lout together.the various uses of
the park in a more cohesive, usable fashion.
Barbara Hopson made a motion to approve the concept and present to the commission. Scott
Debuty seconded and the motion carried.
Scott Debuty questioned whether or not someone had a cost estimate. Pete stated that SI60,000
was a ball park figure. Cindy stated that slie would estimate a figure of around $200,000.
Zt was decided that Dezmond would come up tivith the language far a resolution on signage, per
information given and present it at the next meeting.
Mark suggested that each Board member write dotivn their budget recommendations and present
them at the E1.ugust meeting.

The project consists of furnishing all labor, equipment and materials
for installation of park improv//ements in Bull Memorial Par:c, consisting
of two wooden 10' x 10' pavili6ns, concrete walkways, reconfigured
asphalt parking and overlayment, historic lighting, playground structure,
palm relocation, special concrete paving, two plazas with steps and seat
walls, playground construction, fencing, planting, irrigation, associated
services and appurtenances. A11 work shall be performed in accordance
with the Contract Documents.
Plans, Project Manual and Contract Documents will be open to public
inspection, and bidders may obtain complete sets of Bidding Documents
from the Office of the Purchasing Agent, 1200 Sandpiper Lane, Atlantic
Beach, Florida 32233 (telephone 247-5818), upon payment of $50.00 per
set, checks payable to the City of Atlantic Beach. Payment amount is
non-refundable. Partial sets of Bidding Documents will not be available.
Docuaents will not be shipped until payment is received. Bidding Documents
will also be on file at the Dodge Report, 1809 Art Museum Drive, Suite 104,

the meeting room of City Hall, 800 Seminole Road, ~to discuss the project
and to answer any questions. THIS IS NOT A MAIv'DATORY MEETING, BUT IS

1. BID BOND in the amount of 57 of the bid.

~_ Section 287.0£37, Florida Statues, effective Januazy 1, 1991,

IDENTICAL TIE RIDS - Preference shall be given to business with
drug-free workplace programs. Whenever two or more bids wliicli
are equal with respect to price, quality, and service are
received by ttie State or ley any political subdivision for the
procuremeizt of commodities or contractual services, preference
shall be given to a bid received from a business that certifies
that it leas implemented a drug-free wozkplace program. In order
to have a drug-free workplace program, a business shall:
l) Publish a statement notifying employees that the unlawful
manufacture, distribuL-ion, dispensing, possession, or use of
. a controlled substance is prohibited in the workplace and
specifying the actions that will be taken against employees
for violations of such prohibition.

and employee assistance programs, and tl~e penalties that may
be imposed upon employees for drug abuse violations.
