The Board assessed mitigation at the current standard rate of 1:2, and requested that you, after reviewing your options, verify to staff the manner in which you wish to accomplish the mitigation by August 22, 2008. Mitigation can be accomplished in the following ways: 1) Replacement with new trees on-site. In order to qualify for mitigation credit, new trees must be oaks and/or hardwoods, and shall be a minimum of Florida Number One, as defined in the most current edition of the Grades and Standards for Nursery Plants, Parts I & II, published by the Florida Department of Agriculture and Consumer Services, having a mature crown spread of no less than thirty (30) feet in Northeast Florida. At time of installation, hardwoods shall have a minimum two (2) inch caliper and a minimum of ten (10) feet of overall height, while replacement oaks shall be a minimum four (4) inch caliper. Please mark the location of any replacement trees to be used for mitigation credit on the enclosed survey with an "O", and list the species and caliper. 2) Protection of existing trees on-site. In order to qualify for mitigation credit, existing trees must be oaks (at least four (4) inches caliper) or hardwoods (at least four (4) inches caliper). Please mark the location of any trees to be designated "protected" and used for mitigation credit on the enclosed survey with brackets, "[ ]", and list the species and diameter at breast height (4'/2 ft above grade). All or any portion of the required mitigation not met by the first two options can be paid into the Tree Conservation Trust Fund. Checks should be made payable to the City of Atlantic Beach and submitted to the Planning & Zoning Department within thirty (30) days of permit issuance. In addition to a copy of the property survey, I am also enclosing a copy of the tree permit issued for your records. On the back of the permit, you will find a list of all the current mitigation criteria and procedures.
