FLYOVER, AND PROVIDING AN EFFECTIVE DATE.
WHIIZF.~1S, .although a majority of the Atlantic Beach City Commission amtinues to
appose the constn~ction of the Mayport Flyover, the Commission is, as a result of advice from legal
counsel, of the apinion that tfua authority granted to the ?acksonville Transportation Authority
("JTA") by the Legislature of tYie Stare of Florida allows the o~nstxuction of the :Ntaypcm Flyover
in the face of such opposition, anti
WHEREt~S, additional meetings with the TTA and residents and officials of Atlantic Beach
would be beneficial m explore ways to reduce cearhdin negative impacts on the City and its residents,
especially thane who live in adjarxnt areas, zesttlting from the cons~tzuction of the Mayport k~yover,
and
W.~F.~~.S, certain negative impacts have already been identified, including, but not
limited to, noise abatement before, during and after the project construction, retention pond
locations, beautification, and ways to reduce the qty for commercial traffic to be routed
through residential neighborhood streets as a result of restricted Mayport Road access.

NOW TL[~'.REFORE, tie it ,resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION I., The City hereby urges the TTA to meet with residenti~ and officials of
Atlantic Beach in order to identify, addzess and reduce certain negative impacts on Atlaatic Bach
and its residents resulting from tkle construction of the Mayport Flyover.
