This site has been a source of disruptions and disturbances of the peace, most often in the late night from 1Ipm to 5am, but during daylight hours as well. Whether it's a party, a horseshoes contest, or a group drinking and talking on the property line at 4am, this property is a source of loud music and the scene of loud, often profane, drunken voices shouting through the night. I often find my property covered with empty beer cans, bottles, garbage, and broken glass originating from this property. Furthermore, the property is an eyesore which depreciates the value of my property, and gives the street a slum-like appearance. My attempts to politely ask these tenants to quiet down usually result in their volume escalating, with me as their target. Calls to and stops by our local police do not have any impact until the second or third visit, and often this is only a temporary hiatus. This is not a new problem -- it has been going on since 1987. Although I alone have called the police over ten times since purchasing my property in March 1993, your files only have four complaint cards and no police reports. The records are incomplete, do not even have the time of the calls on them, and do not paint a complete picture of the problem. The tenants of this site are not children -- as their extensive track record indicates, they are adults that by now should know better and have been informed of the ordinances governing disturbance of the peace. Owner notified of process to demolish or permit to re-build. ■ May 31, 2004—Discussion with bill Morton per allowed use of property. He discussed zoning with Ms. Doerr per possible projects. Morton trying to decide to re-build the existing or build a new building. ■ June 24, 2004—Talked with Morton by phone, discussed the condition of the property and the necessity of maintaining until re-build occurs. ■ July 2,2004 - Letter from Liam O'Meallie,private adjuster, stating he is representing Morton with the insurance claim to obtain enough funds to re-build. ■ July 15, 2004 - Called Morton per condition of property. ■ August 12, 2004—Issued 120 day notice to Morton notifying property will be demolished by COAB and appeals process. • Due to holidays and busier than usual permitting in January 2005 no work was completed by staff on this property. ■ February 24, 2005—Morton issued a final 30-day notice to abate.Notice includes wording stating COAB will proceed with bidding to have the structure demolished after March 28,2005.
