AGENDA ITEM: YMCA Building as Surplus Property

BACKGROUND: From the past records, it appears as though the YMCA modular
building was purchased through the City of Jacksonville, to assist the
YMCA, and titled to the City of Atlantic Beach. This was reflected
in Atlantic Beach City Commission minutes from December of 1988.
Over the years, the building has deteriorated significantly. Although
some maintenance has been performed, the life expectancy of such a
building is limited, especially under beach conditions. In the Spring
of 1999, I met with YMCA officials to discuss the condition and the
maintenance of the building. They expressed concerns as to whether
or not it was cost-effective to repair it.
Atlantic Beach Building Official Don Ford inspected the building in
July 1999, and he recommended that its use be immediately
terminated due to a variety of problems. Since that time, the YMCA
has terminated its programs in the building.
Since the building is not appropriate for use elsewhere in the City,
Staff recommends that the City Commission declare the building
surplus property for disposal. Staff's initial intent is to advertise it
for sale for storage purposes. However, if no one is interested in
purchasing the building, then the Staff will have it removed as "junk"
or for the salvage value.
RECOMMENDATION: To declare the "YMCA" building surplus property for disposal by
staff.
