Exh 9City Manager Report September 23, 1999 1. Personnel 9- z 7- 99 Please see the attached memorandum regarding Employee. Recognition bonuses for City staff members relative to the Hurricane Floyd evacuation and clean-up. There were numerous members of the City Workforce that contributed greatly to the efforts before, during, and after the storm. I will submit a final report on this subject matter next week, including the names of the many staff members who worked throughout the event. The reason that these specific staff members are being recognized at this time is because they are exempt from overtime provisions, and I felt that they should be compensated/rewarded for their sacrifices and hard work. Please see the attached letter from the Jacksonville Sheriff's Office Chief of Detectives commending Sgt. Vic Gualillo for his work assisting in the apprehension of a murder suspect. Please see the attached memorandum from George Foster, Human Resource Director, complimenting Susan Gorman at Public Works on her consistent, accurate, and timely payroll processing. 2. Storm Water Progress Public Works Director Bob Kosoy is meeting with Mr. Aikenhead on Monday morning in Atlantic Beach to discuss some specific issues, and Mr. Kosoy is also meeting at Mr. Aikenhead's office on Wednesday morning to review the work that has been completed to that point. There is a Storm Water Review Committee meeting scheduled on Tuesday, September 28, 1999 at 9:00 AM at the City Commission Chambers. Mr. Aikenhead would like to meet with the City Commission, as required in his contract, at the Commission's earliest convenience. 3. Please see the Notice dated 9/22/99 regarding the cleaning and televising of sewer lines in the core city. 4. Please see the attached FAX from the Florida Department of Health regarding a health advisory for our beach. The health advisory apparently is restricted to people with chronic or severe respiratory problems. The cause of the problem is under investigation by the Department of Health. 5. Please see the attached memorandum from Public Works Director Bob Kosoy regarding a reimbursement for expenses regarding a Field Observation Report on the effluent outfall line. 6. On September 22, 1999, the Police Department received a check for over $32,000 from the U.S. Attorney's Office as part of a distribution on a major drug case. Atlantic Beach Detective Robert Jackson participated with Jacksonville Beach and others to investigate and "shut down" a major drug distribution business in our area. 7. Please see the attached Public Works Project Status Report. Please see the Waste Management Monthly Report. Please see the most recent Department of Health Water Sampling Report 8. Please see the memorandum from Public Works Director Bob Kosoy relative to cleaning out the ditches in Howell Park. This was a response to the question of whether or not we need a permit to clean out the ditches. It appears as though we can not simply clean the ditches with prison or other labor. As a result, we are planning to add the permitting to Aikenhead and Odum's work on the storm water issue. 9. Web Site The web site for Atlantic Beach continues to develop. There are still a few blanks to be filled in, but the new site provides a lot more information and establishes better public communication as compared with the previous site. We have added some minutes and agendas, and we plan to continue to add timely information for the public. As staff continues to work on the site, they encourage your input. Please see the attached form for any suggestions, additions, etc. that you would like to see. 10. Laminated Maps are being provided for all elected officials to assist them in their research of issues and their ability to respond to questions from citizens. 11. I have contacted several companies that seek, research, and apply for appropriate grants for cities. At this point, I am seeking RFPs so that we can advertise and select an appropriate firm or individual to provide grant writing services for Atlantic Beach on a contractual basis. When staff work is completed, the recommendations will be brought to the City Commission for action. 12. Donna Kaluzniak is working on a Consumer Confidence Report for distribution throughout the City, as required by law. The reports are currently undergoing a review by various agencies, and the final reports will be submitted to the City Commission when they have been approved. Thomp~n~ Subject: Employee Recognition Bonuses Date: September 23, 1999 During the Hurricane Floyd event, approximately 50 members of the Atlantic Beach workforce came to work and stayed throughout the preparation, the storm, and the clean-up. Most of the City Staff is subject to overtime provisions, and they will receive pay at an overtime rate for the time in excess of their normal work week. However, the exempt employees, including department heads, administrative assistants, and assistant department heads, are on salaries.: They do not collect overtime. This means that they will receive nothing monetary for the days and nights that they spent working before, during, and after the hurricane. A good "thank you" may be appreciated, but a cash bonus would mean a lot more to each of them. I believe that they should receive some compensation for their work; and I don't believe that compensatory time would be very helpful. Most of them don't take the compensatory time that they accumulate, and they would probably never use it. I believe that a cash bonus for outstanding work would be more appropriate. I looked at overtime rates and a variety of mechanisms to determine an appropriate amount, and I have determined that $250 would be in line with the compensation of the non-exempt personnel. I plan to use this as a standard amount for all exempt employees. I will complete the paperwork under the Employee Recognition Program to provide this bonus for outstanding work and dedication. None of these people had any expectation of additional pay. They sent their families away, slept on the floor, ate cafeteria food, and worked in the rain and wind. I believe that they deserve some extra compensation for their dedication. If you have questions or comments, please do not hesitate to call. The incident was considerably brutal in that the victim was shot in the head at close range with a high powered rifle. As the investigation progressed an acquaintance of the victim was identified as a suspect in the shooting. On August 1 1, 1999 units from the Jacksonville Sheriff s Office were attempting to stop a vehicle occupied by the suspect, when he abandoned the vehicle and fled on foot. The suspect attempted to avoid capture by hiding in a heavily wooded area. Sergeant. V. Gualillo of your agency. assisted in the search for the suspect by relaying details to other officers in the area and by actively assisting with maintaining a secure perimeter. The efforts of Sergeant Gualillo and others involved were successful and a short time later the suspect was taken into custody. The suspect was held in custody on unrelated charges stemming from another violent crime and within days he was charged in the Seaway Court homicide. I would like to take this opportunity to commend and thank Sergeant Gualillo for the work he put forth in assisting with the apprehension of this suspect. I would also like to thank you for the continuing cooperative relationship that has been forged and maintained between your agency and the Jacksonville Sheriffs Office. Dry.and wet weather conditions will be analyzed between July 1, '1999 and June 3p, 2000. If the work was confined to only a 10' x 10' area, then a Notice General permit would be required and not require much staff time. Since work would probably exceed this amount, she advised that a #40 or #4 permit would be required, at a cost of either~$700 or $4,500, respectively. In either case, extensive analysis of the hydraulics and effect to the wetlands would be required in the permitting effort and would require consulting engineering services.
