The City of Atlafztic Beach has contracted with D&A Inspections to
provide bzrilding itispectiojts for the last three ;3) years. This co3~tract
was advertised, for proposals two times. Several inquiries were received,
but they did not have the necessary Florida ce}-tifications to perform the
needed services. Consequently, the only qual~ed proposal was from
.c"~&A Inspections. Their proposal included the same pricing as i,~r their
previous year's contract, and is budgeted at X32,000. Contracting for
these services is less expensive than the cost of hiring arZ additional
bztildirtg inspeLtor. D&A Inspections has done an ~~cellent job ira
providing these services in the past.
RECOMMENDATION: That the Mayor and Commission authorize execution of
the contract with D&A Inspections subject to final review by the City Attorney.

Re: Renewal of Contract for D & A Inspections Unlimited
Enclosed is a contract from D & A Inspection Unlimited to extend their services
for another year.
We have advertised this contract in the Times Union on two Sundays, August 8,
1999 and August 15, 1999.
I have had two written inquiries and three telephone inquiries concerning this
contract.
D & A Inspections is the only company that has all the qualifications, i.e., state
licensing and experience to perform this work.
This contract is the same as the FY 98-99 with no increases in cost to the City.
We have held the cost to the City to $18.00 per inspection for the three years D & A
Inspections has performed work for us.

CONTRACT SERVICES AGREEMENT
This agreement is made and executed this day of
19 by and between the City of Atlantic Beach, Florida,
a Municipal Corporation (hereinafter referred to as City), and D & A Inspections
Unlimited, P. O. Box 283, Callahan, FL 32211, (hereinafter referred to as
Contractor) 4035 Huntington Forest Boulevard, Jacksonville, Florida 32257.
NOW, THEREFORE, IT IS MUTUALLY AGREED AS FOLLOWS:
1. The City agrees to retain Contractor to assist the Building Official
in the City of Atlantic Beach.
2. Contractor agrees to use its expertise and best efforts in performing
the responsibilities of building inspections.
3. In consideration for the above services rendered by Contractor as set
forth in paragraphs 1 and 2, the City agrees to pay Contractor the sum not to
exceed $18.00 per inspection paid by-weekly which shall constitute full and
complete compensation for all services rendered. The City shall agree to allow
a minimum of three inspections per visit by Contractor. The City shall not
reimburse Contractor for any travel expenses.
4. This contract may be terminated by either party hereto by giving thirty
(30) days written notice to the other party.
5. Contractor's performance under this agreement shall commence on the 1SL
day of October, 1999, and continue until the 30th day of September, 2000, unless
extended by the mutual agreement of the parties, or unless this agreement is
terminated sooner in accordance with the provisions set forth in paragraph 4
above.
6. The provisions of this agreement are severable, and if any part of it
is found to be unenforceable, the other paragraphs shall remain fully valid and
enforceable. This agreement shall survive the termination of any agreements
contained herein.
7. This agreement sets forth the entire agreement between the parties
hereto, and fully supersedes any and all prior agreements and understandings
between the parties hereto pertaining to the subject matter hereof.

Sunday, August 8, and Sunday, August 15, 1999.
"The City of Atlantic Beach is seeking proposals from building inspection companies for building
inspection services. Inspections will include electrical, mechanical, plumbing, structural, and
annual safety inspections of public and private buildings. Applicants must possess a Florida
business license as well as appropriate certifications required by the Florida Statutes. Proposals
are to be submitted to the City of Atlantic Beach Building Department, City Hall, 800 Seminole
Road, Atlantic $each, Florida 32233. References are required. Proposals will be received until
5:00 PM, Friday, August 27, 1999."
