A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AWARDING
BID NO. 2021-04 MULTI-YEAR CONTRACT FOR UTILITY CONTRACTOR
SERVICES.
WHEREAS, the City advertised Bid No. 2021-04 Multi -Year Contract for Utility Contractor
Services and three bids were received and opened on November 18, 2020; and
WHEREAS, the purpose of this contract is primarily for utility repairs or minor improvements
that cannot be performed by City forces; and
WHEREAS, the bidders, Gruhn May, Inc., J.D. Hinson Company, and The Kenton Group (a.k.a.
Baldwin's Quality Plumbing) met all specifications and document submittal requirements; and
WHEREAS, Gruhn May, Inc. is the current contractor for Utility Contractor Services, and has
performed satisfactory utility services for the City for many years. The two other bidders, J.D Hinson
Company, and The Kenton Group (a.k.a. Baldwin's Quality Plumbing), have both performed various
utility contractor services for the City under capital improvement projects that were bid out separately
in the past; and
WHEREAS, staff recommends awarding Bid 2021-04 to all three bidders, Gruhn May, Inc., J.D.
Hinson Company and The Kenton Group (a.k.a. Baldwin's Quality Plumbing) simultaneously; and
WHEREAS, the period of the contracts for Utility Contractor Services shall commence January
11, 2021 and expire five (5) years after the date of commencement, January 10, 2026; and the Contractors
may cancel the contract at the end of the
3rd
or
4th anniversary year, without cause, upon six (6) months
prior written notification to the City; and
WHEREAS, funds for Utility Contractor Services are budgeted for Fiscal Year 2021 as follows:
75,000 in the Stormwater account 470-0000-538-3400; $175,000 in the Water Distribution account
400-5504-533-3400; and $109,000 in the Sewer Collection account 410-5506-535-3400.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby authorizes awarding Bid 2021-04 to Gruhn May,
Inc., J.D. Hinson Company and The Kenton Group (a.k.a. Baldwin's Quality Plumbing), and authorizes
the City Manager to execute the contracts and purchase orders in accordance with and as necessary to
effectuate the provisions of this Resolution.
SECTION 2. The terms of the contracts shall be in effect for a period of five (5) calendar years,
expiring on January 10, 2026.
SECTION 3. Notwithstanding the provisions contained herein, the City's obligations under
each of the contracts shall be subject to annual appropriations as may be approved as part of the City's
annual budgets for fiscal years 2022, 2023, 2024, 2025 and 2026.
SECTION 4. This Resolution shall take effect immediately upon its passage and adoption.
