A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AWARDING
BID NO. 2021-07 MULTI-YEAR CONTRACT FOR ASPHALT REPAIRS.
WHEREAS, the City advertised Bid No. 2021-07 Multi -Year Contract for Asphalt Repairs and
two bids were received and opened on November 18, 2020; and
WHEREAS, the purpose of this contract is to select Contractors to perform small, miscellaneous
asphalt repairs, primarily to repair street surfaces after repair of utility lines; and
WHEREAS, the bidders, J.D. Hinson Company and Tom's Asphalt Repairs, met all
specifications and document submittal requirements at the prices per square foot shown in the Bid
Analysis; and
WHEREAS, J.D. Hinson Company has performed work for the City under separately bid
construction projects and has proven to deliver quality workmanship; and Tom's Asphalt Repairs is our
current vendor and has been reliably performing asphalt repairs for the past 5 years under City Bid 1516-
07; and
WHEREAS, staff recommends awarding Bid 2021-07 to both J.D. Hinson Company and Tom's
Asphalt Services simultaneously; and
WHEREAS, the period of the contract for Asphalt Repairs shall commence January 11, 2021
and expire five (5) years after the date of commencement, January 10, 2026; and the Contractors may
cancel the contract at the end of the
3rd
or
4th anniversary year, without cause, upon six (6) months prior
written notification to the City.
WHEREAS, funds for Asphalt Repairs is budgeted as follows: $12,000 in the Streets account
001-5002-541-3400; $10,000 in the Stormwater account 470-0000-538-3400; $7,500 in the Water
Distribution account 400-5504-533-3400; and $10,000 in the Sewer Collection account 410-5506-535-
3400.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby authorizes awarding Bid 2021-07 to J.D. Hinson
Company and Tom's Asphalt Repairs.
SECTION 2. The term of the contracts shall be in effect for a period of five (5) calendar years.
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
