Mr. Lambertson,
This letter is to serve as a formal response from the City of Atlantic Beach defining the
development possibilities for the property currently addressed as 115 Donner Road as referenced
in your emails to staff dated March 20 and 25, 2015.
The subject property is zoned Residential General- Multi-Family (RG-M) and has a future land
use designation of Residential High (RH). The Duval County Property Appraiser’s Office shows
the property to be 0.37 acres or 16,117 square feet . Under these circumstances, a mult i-family
project with up to 7 units is allowed on this property.
Within the RG-M zoning district, as defined by Section 24-108, two-family (duplex) dwellings
and townhouses are permitted uses subject to density limitations. Two -family dwellings or two-
unit townhouses with a future land use of RH must have at least 5,000 square feet of lot area.
Section 24-189(b) states that townhouses, when divided in ownership, shall not constitute a
division of lands.
The proposed development scenario of two duplexes constructed on the property with a total of 4
units that would then be sold as fee simple townhomes is allowable based upon the above
regulations. The property is an existing lot of record where four units would be well within
density limitations and fee simple ownership would not result in a division of land requiring
minimum lots sizes to be met. All other regulations of the city would have to be met prior to final
approval.
