Exh 8DAgenda Item: Date: 10 - 1 ~ - ~9 CITY OF ATLANTIC BEACH CITY COMMISSIONER MEETING STAFF REPORT ITEM: Establishment of Pension Boards SUBMITTED BY: George Foster, Human Resource Manager DATE: October 6, 1999 BACKGROUND: On March 12, 1999, Governor Bush signed into law CS/HB 261, which substantially amended Chapters 175 and 185, Florida Statutes dealing with FirelPolice Pension Funds. One of the changes mandated was the requirement to have separate pension boards for General employees and Public Safety employees. Therefore the City is required to establish a General Employee Pension Board and a Public Safety (Police} Pension Board effective October 1, 1999. FUNDING: This action should not result in any additional direct cost or funding. RECOMMENDATION: That the City Commission establish a "joint" General Employee Board and a Police Employee Board with the as many of the same members as possible. This recommendation is based upon the subject matter that the Boards consider being common to both Boards. Therefore, the Boards would hold one joint meetings with two sets of minutes and two separate votes taken on action items. The current Pension Board members concur with this action and the Pension Board attorney has indicated that it is a common practice where there are small pension groups. Therefore, request that the City Commission appoint the following current Board Members (Cindy Anderson and Tony Downing) as members to both the General Employee Board and to the Police Employee Board. Term of office for Bard members will be: a) 4 years for General Board members, and b) 2 years for Police Board members. 2. Board members may succeed themselves.
