City Manager Report

1. Reimbursement of costs from Hurricane Floyd
City staff have attended two meetings to determine procedures to claim
reimbursement fior expenses related to Hurricane Floyd. The Federal Emergency
Management Agency (FEMA) will reimburse eligible agencies (including Cities) 75% of
eligible out-of-pocket costs associated with storm clean up and emergency protective
measures. In past disasters, the state has also paid an additional 12% of costs,
although a final decision has not been made yet concerning Hurricane Floyd. An initial
notice of application has already been filed on behalf of Atlantic Beach. Staff is
presently tabulating the City's total eligible costs and preparing the required
documentation. City Commission approval will be needed to authorize the final contract
for assistance.
2. Red Tide
The City of Atlantic Beach has been requested by the Florida Department of Health
to monitor the beaches within City limits three times per week and report conditions.
Reporting began on October 4th and continues. Numerous dead fish and other aquatic
life, and respiratory problems have been reported.
3. Beach Water Sampling Report
Please see the attached Beach Water Sampling report from the Florida Department of
Health indicating that the water quality in Atlantic Beach is good. This study of the water
should not be confused with the study of the water relative to the Red Tide condition.
The attached study is to test for any bacterial contamination in the water, and is an
entirely different test than that of the Red Tide test.
4. Attached far your information is the Project Status Report for the Public Works
Department.
5. Letter of Commendation
Please see the attached memorandum from The Leader Group commending the Police
Department for calling the Leader to let them know their truck dropped two mailbags full
of newspapers on the street in Atlantic Beach in the latter part of September. The
Atlantic Beach Police Dispatcher took the time to contact Tom Wood, Owner/Publisher of
the Leader, at home to notify him of the event. As a result, the Leader was able to send
out more than 100.newspapers in a timely fashion.

Department of Health which indicates water temperature, bacteria count and water
quality for ten local area locations. As you can see, all locations, with the exception of
N. Jacksonville Beach, are rated "Good". We will continue to keep you informed of
these results as we receive them.

The Beach Water Sampling ai id Public Notification Study was developed by the Florida
Department of Heal#h and the D .ival County Health Department in conjunction with the United
States Environmental Protection ~~gency (EPA). Th® study's purpose is to determine levels of
bacteria in the surf. Dry and wet weather conditions wiH be analyzed between July 1, 1999 and
Junq 30, 2000. Bacterial data fr :-m this study will be combined with rainfall data from sampling
events to develop a correlation ~;:tween the amount of rainfall and increases in bacterial levels.
This research is based on the am :-unt Enterococci bacteria found per 100 ml of marine water.
According to the EPA studies on I.+acteria, the density of the Entercocci sp bacteria as an indicator
group in seawater shows the best relationship to swimrning•assaciated gastroenteritis.
Gastroenteritis illnesses were :~ gnificantly associated with polluted water and did show a
functional relationship to water quality measured with this bacterial indicator. For more

Atlantic Beach portion of installation is
complete including creek crossing. Work
continuing toward Village of Mayport. Tie-in
completed on 2/19/99. JEA Engineers reported
on 3/16/99 that no flows to Buccaneer were
expected for 2 % months. Discovered that Coast
Guard has been sending flow to Buccaneer since
3/22/99. Director discussed with JEA on
4/22/99, and JEA will ensure impact fee and
monthly usage is paid. Mobilization started for
collection system improvements. JEA Engineers
reported on 7/28/99 that permitting will be
requested for additional connections in the
Washington Street area. Director signed permit
on 8/4/99. Began installation of master wetwell
on 8!20/99. Received permit for Phase II
collection system at Washington, Ribault &
Broad Streets.

clearances on 8/26/49. Soil testing for gas

clearance letter from Health Department prior to

walk-through was held with the engineer on

questions received from WMD on 7/12/99,

re-coated master wetwell wall structures on by

Temporary Control Panel delivered on 8/12/99.
Contractor submitted change order for painting
of tanks not scheduled for rehabilitation on
8/25/99. Completed installation of degritting
equipment by 9/3/99. Set drop pipes for influent
pumps, started line to SBR #2, installed 4" drain
line for grit hopper pad, started 3" water line to

to grit hopper and aluminum roof decking for
influent structure by 9/17/99. RESD performed

4/12/99, to include cost/benefit analysis of
Shangri La lift station abandonment. A meeting
with staff and the Engineer was held 4/26/99 to
discuss project details. Cost/benefit analysis of
Shangri La lift station abandonment received by
Public Works on 5/21/99, and transmitted to City
Manager. Partial review plans submitted by
6/25/99. Preliminary design of Master Wetwell
reviewed with staff on 7/15/99. Received
geotechnical report on 7/21/99. Engineer
notified staff on 7/30/99 that project will not be
ready for bid prior to end of fiscal

on 4/20/99 to discuss design modifications.
Follow-up meeting held with Dave Schneider,
P.E., City of Jacksonville on 4/23/99. Public
Works Director met with Desmond Waters on
5/13/99 and 5/24/99, and with Sgt. Carter on
5/25/99 to coordinate the labor effort to clean
and stockpile bricks. Brick cleaning and
' stockpiling completed by supervised prisoners,
and Dept. of Public Works received "thank you"
from Desmond Waters. Director attended
preconstruction conference on 7/8/99, utility
meeting on 7/12/99, and Dedication on 7/14/99.
Construction began on 7/28/98, and section of
Atlantic Blvd. closed. Project delayed one week
beginning 8/23/99, due to additional thickness of
concrete encountered. Roadway opened on
9/3/99 with limerock surface only. Roadway
closed after Hurricane Floyd on 9/15!99 due to
washouts. Conflict with water line at East Coast
Dr. discussed on 9124!99. Conflict resolved by
9/29/99 with revision to East Coast Dr.
crosswalk.

Dear Chief Thompson,
Early on Wednesday morning our truck driver was on his way to the Atlantic Beach Post
Office. A broken latch on the rear door of our truck allowed two mailbags full of our
newspapers to fall out onto the street. One of your patrol units found the bags and
reported the find to the dispatcher. The dispatcher, I'm sorry I didn't get her name, called
me at home and asked me how she could help.
To make a long story short, the papers got to the post office and more than 100
subscribers received their paper on Wednesday morning as normal, something that
certainly wouldn't have happened except for the thoughtful community spirit of your
officers and a caring dispatcher. Maybe it was not public safety, but it surely was public
service.
