Additional Work for Tank Coating

BACKGROUND: The project to expand the treatment capacity of the Buccaneer Wastewater Treatment
Plant was awarded to Meadors Construction Company, Inc. by the City Commission on November 22,
1998, in the amount of $1,753,187.00, which includes a contingency of $100,000.00.
The contractor's excavation and inspection of the tanks scheduled for repair and coating exposed abelow-
grade section of two tanks not included in the project contract. Inspection of these tanks indicated that they
were in reasonably good condition, but in need of interior and exterior re-coating.
Meadors Construction Company, Inc. proposed to provide atl labor, equipment, and materials to coat the
tanks for a total of $35,650.00. The City's engineer, Gannett Fleming, obtained quotes from other vendors
to perform this work as follows:
Ethridge Enterprizes, Inc. $28,400.00
Eagle Tank, Inc. $59,200.00
In order to expedite this work, so as not to interfere with project construction, we would like to waive the
fornZal bidding process. These repairs can be funded from the $100,000.00 contingency amount in this
project, account number 480-0000-533-6304.
RECOMMENDATION: Waive the formal bidding process, and approve the proposal from Ethridge
Enterprizes, Inc. to perform the tank coating in the amount of $28,400.00.

above-mentioned project. Work wilt be completed per Specification Section 09900 Painting- Finishes will be tl~e

others. No temporary piping or temporary containment for plant operation is included. All repair and tank eontettts
removal is excluded- other than material generated by the construction process. Hazardous material removal and

The ttvo sludge holdinb tanks at the Buccaneer Wastewater Treatment Plant are not helm, modified and
so are riot part of the improvements currently being constructed by ivieadors Construction Company.
However, during the course of the plant modifications, we have had the opportunity to closely review
the condition of these tanks. In particular, we have noticed a deterioration pf the coatinC system and
severe Tustin; below the ground level. Gannett T=leming, Inc. recommends that these sludge holding
tanks be painted during the present espansian of the Buccaneer WWTP for the following reasons:
• Visual inspections of the exposed portions of the interiors ofthe tanks indicate that the coatings
are nearinb the end of their life expectancy. The observed corrosion problems are similar to
those of the extended aeration packabe plant tanks which are scheduled for reconditioning
during the present construction,
• if all the tanks arc repainted at same time, it will create s more aesthetic appeal because of the
uniform appearance among the tanks. In addition, ti}~: coatings should have the same life
expectancy and therefore the schedules for all tank inspections, maintenance, repainting, etc.

• Should the City decide to re-coat these tanks, construction )management costs of this additional
conlritct will be minimized since Gannett Flcming's Resident Observer is already on-site.
Observation cpuld then bo handled as a collateral item, eliminating the need for another
inspector at a later date,
• 'l'ank Engincerina and Management ('1'.lu.A.M.}will be on-site several times to perform a
detailed inspection of the other tanks. Their review of the sludge holding tams at~d any repair
of critical areas that are uncovered during the painting process may be obtained at no additional
cost to the City. .
