Minutes / 11-02-99MINUTES OF THE RETIRING COMMISSION OF ATLANTIC BEACH, HELD IN CITY HALL, 800 SEMINOLE ROAD AT 8:00 P.M. ON NOVEMBER 2,1999 Present: Suzanne Shaughnessy, Mayor - Rick Beaver Mike Borno John Meserve Theo Mitchelson, Commissioners And: Jim Hanson, City Manager Alan C. Jensen, City Attorney Maureen King, City Clerk The meeting was called to order by Mayor Shaughnessy at 8:00 P.M. The Invocation was offered by Mayor Shaughnessy followed by the Pledge of Allegiance to the Flag. 1. Approval of the Minutes of the Regular Commission Meeting held October 25,1999. Commissioner Mitchelson moved for approval of the minutes of the Regular Commission Meeting of October 25, 1999. The motion was seconded by Commissioner Borno and unanimously carried. 2. Recognition of Visitors There was no recognition of visitors at this time. 3. Any Other Business A. Authorize Expenditure of Funds to Enter Into a Contract Via the City of Jacksonville, with ABBA Construction Company in the Amount of $64,670.87 for Improvements to Ocean Boulevard from Ahern Street to First Street in Accordance with Bid Alternate No. 3 of Town Center Bid No. CF-088-99 (Mayor Shaughnessy) Mayor Shaughnessy moved to authorize the expenditure of funds to enter into a contract via the City of Jacksonville,:with ABBA Construction Company in the amount of $64,670.87 for improvements to Ocean Boulevard from Ahern Street to First Street in accordance with Bid Alternate No. 3 of Town Center Bid No. CF-088-99. The motion was seconded by Commissioner Borno. Page -2- Minutes -November 2, 1999 Mayor Shaughnessy explained the request and felt construction should occur concurrently with the Town Center improvements. It was pointed out that the improvements to Ocean Boulevard would provide drainage and infrastructure improvements, as well as a unified look to the area. Commissioner Borno concurred with the Mayor and stated that he felt the project would provide a uniform look to the area at a fair price. Commissioners Mitchelson and Beaver opposed the expenditure stating that unlike the extension of the project south on First Street in Neptune Beach, which provided improvements to their commercial area, this project provided improvements for a primarily residential area and the adjacent Sea Turtle parking lot. There being no further discussion, the motion failed by a two to three roll call vote with Mayor Shaughnessy and Commissioner Borno voting aye and Commissioners Beaver, Meserve and Mitchelson voting nay. 4. Reports and/or Comments from City Commissioners, City Manager, City Attorney and City Clerk Commissioner Mitchelson Commissioner Mitchelson reported that he would be meeting with Media One representatives on November 11, 1999 to discuss the city's use of the public access channel. Mayor Shaughnessy Mayor Shaughnessy spoke of her experiences serving as the Mayor and provided a list of matters deferred or pending during her tenure. She hoped the new Commission would see the projects to completion. The list is attached and made part of this official record as Attachment A. The Mayor then listed the various organizations whose meetings she had attended on a regular basis and indicated her desire that a representative from the city continue the practice. Mayor Shaughnessy complimented the members of staff with whom she had worked and praised the abilities of the dedicated members of the various Boards and Committees who gave their time to the city. The Mayor then provided the following three challenges to the Commission: (1) Coordinate a Master Transportation Plan with the City of Neptune Beach and Jacksonville Beach for the three Beaches Cities, (2) Complete review and adoption of a revised City Code of Ordinances and work with the Community Development Board to assist with the review of the present code, and Page -3- Minutes -November 2, 1999 (3) rewrite the Comprehensive Plan utilizing language specific to our city which will provide a blueprint for development and growth management unique to our city. Mayor Shaughnessy then introduced her family and thanked them for their support and sacrifices through the years. There being no further business, Mayor Shaughnessy declared the meeting adjourned at 8:30 PM. MINUTES OF THE MEETING OF THE NEW CITY COMMISSION OF THE CITY OF ATLANTIC BEACH Present: John Meserve, Mayor-Elect Rick Beaver Mike Borno Theo Mitchelson, Commissioners Dezmond Waters, Commissioner-Elect And: Jim Hanson, City Manager Alan C. Jensen, City Attorney Maureen King, City Clerk OATH OF OFFICE FOR SEATS 1, 2 AND 3. The Oath of Office was administered by City Clerk King to Mike Borno (Commission Seat 3), J. Dezmond Waters (Commission Seat 2), and John Meserve (Mayor-Commissioner Seat 1). The signed Oaths of Office are attached and made part of this official record as Attachment B. CALL TO ORDER: The meeting of the new Commission was called to order by Mayor Meserve followed by an Invocation given by Reverend Marvin Nash of the New Friendship Missionary Baptist Church. Reverend James Stackhouse, former City of Jacksonville Council Member Don Davis, and former City of Atlantic Beach Mayor Lyman Fletcher were recognized. 1. Presentations and Recognition of the Retiring Commission Mayor Meserve presented in full, in writing Resolution 99-38 recognizing the service of Mayor Suzanne Shaughnessy. Mayor Meserve presented the framed Resolution to the retiring Mayor. Mayor Meserve also presented a plaque from Staff on which a gavel was mounted Page -4- Minutes -November 2, 1999 recognizing her years of service as Mayor. 2. Any Other Business A. Discussion of Mayor Pro Tempore (Meserve) Mayor Meserve stated that he would like to defer selection of the office of Mayor Pro Tempore and Commission liaison appointments to the various boards and committees to the November 8, 1999 Commission Meeting. It was the consensus of the Commissioners to do so. 3. Comments from the Mayor and Commissioners Commissioner Dezmond Waters Commissioner Waters thanked those who supported him during the election and stated that it was an honor to serve the citizens of Atlantic Beach again. Commissioner Mike Borno Commissioner Borno stated that he ran unopposed and also thanked those who supported his re-election. Mayor Meserve Mayor Meserve thanked those who supported him during the election and briefly outlined his mission for the City and pledged his commitment to continue to provide open, accessible government to all the citizens of Atlantic Beach. There being no further business to come before the Commission, the Mayor declared the meeting adjourned at 9:15 PM.
