One of the requirements of the City of Atlantic Beach's participation in the National Flood
Insurance Program's Community Rating System (CRS) is that the City must provide an annual
progress report on its Floodplain Management Plan. Per the City of Atlantic Beach Resolution
2015-06, the City's Flood Mitigatton Ptan is tl're adopted 2015 Duvat County Local Mitigation
Strotegy. This memorandum serves as the required annual progress report and will be
published on the City's website for public viewing.
1. Background
In 2015, Duval County, Florida and the five incorporated municipalities of; The City of
Jacksonville, City of Jacksonville Beach, City of Neptune Beach, Town of Baldwin and City of
Atlantic Beach, undertook the development of the 2015 Update of the Locol Mitigotion
Strategy (LMS) to address the new and changing conditions of hazard, risk, event frequency,
apparent local needs and potential funding opportunities. This process recognized the
potential threat of natural and man-made hazards including hurricanes, tornadoes, floods,
fires as well as other hazards that pose potential damage to life, property, natural resources
and the localeconomy.
This process adhered to the regulations and guidelines of the National Flood Insurance
Program's CRS program by including staff responsible for land use and zoning, construction
and permitting, related code enforcement, floodplain management and mitigation, flood
insurance education as well as other outreach topics. The initial Local Mitigation Strategy
(LMS) was adopted by Duval County and participating municipalities in January 2000. The LMS
second update of the was adopted in 2005, and the third in 2010.
Updating the LMS for adoption in 2015 involved a process whereby the vulnerability and risk
to all identified natural and manmade hazards were assessed for Duval County and its five
municipalities, including; plans, programs and projects to lessen the effects of potential

disasters. This risk analysis included four main components: hazard identification, profiling
hazard events, asset inventory, and estimation of potential loss.
The LMS Advisory Group is responsible for reviewing the strategy's goals and objectives,
revising them as necessary, reviewing the technical analysis and planning activities of the plan,
approving proposed mitigation initiatives for incorporation into the plan, determining the
priorities for implementation of those initiatives, and for removing or terminating initiatives
that are no longer desirable for implementation.
As a requirement to participate in the Community Rating System (CRS), the City, must adopt
and annually evaluate the Local Mitigation Strategy (LMS) as their floodplain management
planning document. The City of Atlantic Beach is requiredto submit, as part of the annualCRS
recertification process, an annual evaluation report on the progress in implementing the LMS.
This report is prepared to meet CRS Activity 510 Floodplain Management Planning, Element
5I2.a. Step L0. implement, evaluate and revise.
The Duval County LMS was adopted by the City of Atlantic Beach on July 13, 2015. The Local
Mitigation Strategy Advisory Group met in August of 2019 & February of 2020, and the project
initiatives were updated during those meetings. These meetings discussed the on-going
mitigation funding and the ranking of the mitigation initiatives, both as a result of Hurricane
Michael in 2018 and other events (Hurricane Dorian in 2019) and opportunities that have
been identified since then. The balance of this Local Mitigation Strategy Advisory Group
meeting was dedicated to updating the Local Mitigation Strategy to address short and long-
term action items that need to be revised to address post-disaster projects and activities.

L Annual Progress Report Preparation, Distribution and Availability:
The Duval County Loeal Mitigatisn Strategy Advisory Group continu€t to update the aetion
items and projects in the plan as part of the post-Michael/Dorian recovery effort and current
issues. This progress report reflects the progress of objectives contained in the Duval County
LMS along with the proposed Post-Michael/Dorian including current issues updated projects
for the City of Atlantic Beach. The proposed projects list for all communities were presented to
the Local Mitigation Strategy Advisory Group for ranking and approval mid-summer of 2019 in
anticipation of additional RCGP and HMGP funds being awarded and adjusted. The annual
progress report is made available to the Village Council by hard copy and the media, and the
public via the City of Atlantic Beach and Duval County/Jackonville websites.
3. Project lmplementation (Strategy Monitoring and Evaluation)
The Duval County LMS Working Advisory Group/Disaster Advisory Council is designated to
guide pre-disaster hazard mitigation efforts and on-going mitigation efforts. This Advisory
group, initially formed in 1990 as the Recovery Task Force, has been established by the
County's Post Disaster Ordinance and serves as the County's Local Mitigation Strategy
Workgroup. The Local Mitigation Strategy Advisory Group Chair coordinates mitigation
activities and is responsible for monitoring the plan.
The Local Mitigation Strategy Advisory Group meets quarterly, or as necessary. Meetings are
advertised to the public and official minutes are kept and made available to a variety of
agencies, as well as the public. The monitoring of the mitigation initiatives is done at these
meetings by allowing the status of the LMS mitigation initiatives to be documented and
updated in theplan.

Local Mitigation Strategy Goals and Objectives:
The approved on-going mitigation initiatives meet the following goals and objective in the
Duval County Local Mitigation Strategy:
GOAL 1: Minimize future losses from disasters by reducing the risk to people and property.
Objective 1.1
Protection of populations and properties in Duval County susceptible to economic or physical loss from
natural and man-made disasters shall be consistent with the standards established in the Local
Mitigation Strategy and other planning documents.
Objective 1.2
Encourage higher standards of maintenance to existing drainage systems and retention ponds, and
monitor cumulative development impacts with a macroscopic view.
Objective 1.3
Work with the National Weather Service to enhance communication and coordination before and
during severe weather events.
GOAL 2: Emphasize pre- and post-disaster planning to decrease vulnerability of existing and new
construction to loss.
Objective 2.1
ldentify and prioritize vulnerable properties by using topographic and storm surge maps, traffic
analysis and evacuation modeling, economic and environmental impact analysis.
Objective 2.2
Review evacuation time estimates taking into consideration the impact of railroad and bridge openings
on travel times.
Objective 2.3
Encourage structure retrofit programs to address identified flood, wind, and evacuation vulnerabilities
based on income level.
Objective 2.4
Where feasible, purchase land in known vulnerable areas to prevent placing people and infrastructure
in harrn's way.
Objective 2.5
ldentify post-storm redevelopment options in vulnerable coastal areas, taking into consideration short
and long-term environmental, economic and structural issues.
Objective 2.6
ldentify vulnerable existing public and private critical facilities and encourage pre-disaster retrofit.
GOAL 3: Prevent ftood-related repetitive losses from natural disasters through regulation and
education.
Objective 3.1
Develop and support public and private projects and programs to retrofit, relocate or acquire
properties susceptible to repetitive flooding.
Objective 3.2
Require systematic maintenance programs for storm water management systems.
Objective 3.3
Encourage only low-density residential development in repetitive flood loss areas consistent with
other plans for residential development.
GOAL4: Strengthen and utilize comprehensive planning, regional and local area plans, zoning codes,
development standards and incentives to protect vulnerable properties and vulnerable areas, and
support development in less vulnerable areas.
Objective 4.1
Monitor floodplain regulations and enforcement to assess effectiveness.
Objective 4.2
Develop and support economic incentive programs for both public and private sectors promoting
benefits of structural retrofitting.
Objective 4.3
Discourage variances and exceptions in flood hazard areas as identified by Flood Insurance Rate Maps,
storm surge, and historical flooding.
Objective 4.4
Promote the Florida Building Code standards requiring new developments and construction to meet
applicable wind load standards for proximity to coast.
Objective 4.5
Promote regulations for new structures in 100-year flood areas to be elevated in conformance with or
exceeding current Florida Building Code.
Objective 4.6
Encourage locations of critical facilities (schools, hospitals, etc.) to be away from the proximity of
identified hazardous material facilities.
Objective 4.7
Enact development standards in wildland urban interface areas, such as setbacks, forest maintenance,
access of response vehicles and construction materials.
Objective 4.8
Strengthen existing land use regulations and policies through enhancement of review procedures, and
enforcement.
Objective 4.9
Review and consider policies to assure more permeable area in development, by limiting construction
of paved surfaces and decreasing run-off.
Objective 4.10
Prornote and support incentives to encourage higher standards of protection to structures and
facilities from hazards.
Objective 4.1.1
By pre-storm planning, identify and implement a system to rebuild and protect the dunes system, with
crossovers, restoration and revalidation.
GOAI 5: Strive to protect the public and private sector by reducing their economic vulnerability and
increasing their recovery capabilities.
Objective 5.1
Encourage disaster planning training through collaborative programs with appropriate government
agencies and the private sector.
Objective 5.2
Analyze the factors involved in small business decision making regarding preparing for disasters and
integrating hazard mitigation into their management practices.
Objective 5.3
Promote mitigation guidelines for businesses to raise awareness about local hazards, assist in
vulnerability assessment, aid in the identification of financial and technical assistance available, and
facilitate hazard mitigation implementation to include continuity of operations.
GOAI 6: Hazard Mitigation should promote personal awareness and responsibility, with an emphasis
on education and training for property owners, families and individuals, which should be
communicated to the public in a simple, easy to understand format.
Objective 6.1
Promote disaster preparedness education and awareness programs, targeting specific benefits to
homeowners, families and individuals.
Objective 6.2
Promote disaster preparedness education and awareness programs, targeting specific benefits to
public and private sector.
Objective 5.3
Encourage public information programs for hazard mitigation, emphasizing its direct benefits to
citizens, including public officials and private businesses.
Objective 6.4
ldentify and coordinate hazard mitigation public information programs and events such as contests
and festivals with public and private partners.
Objective 5.5
ldentify and seek multiple funding sources that willsupport hazard mitigation awareness and training
program.
Objective 5.5
Educate and promote elected officials, builders and potential homeowners, the economic and safety
benefits of designing mitigation features into new construction.
4. Discussion of Objectives and lmplementation:
In general, the City projects are on schedule and have maintained their priority with the Duval
County LMS Advisory Group to the Council. Benefit Cost Analysis and preliminary engineering
studies have been conducted. All of the projects which the City of Atlantic Beach have
prioritized remain on the LMS project list with joint support from the multi-jurisdictional
group.
5. Recommendations for New projects or Revisions of Current Projects:
None. Current projects and priorities remain unchanged.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ATLANTIC
BEACH, ACCEPTING AND ADOPTING THE UPDATED DUVAL COUNTY
LOCAL HAZARD MITIGATION STRATEGY DOCUMENT
WHEREAS,the City of Jacksonville Mayor's Security and Emergency Preparedness
Planning Council (SEPPC) serves as the Local Mitigation Strategy(LMS) Working Group and
includes representation from the City of Atlantic Beach; and
WHEREAS,the Duval County Local Mitigation Strategy has been updated by the LMS
Strategy Working Group and Duval County Emergency Preparedness to meet federal
requirements; and
WHEREAS,this Local Mitigation Strategy is intended to provide a strategy to mitigate
dangers and costs associated with natural and manmade hazards and to provide a priority for
mitigation activities before and after a hazardous event occurring in Duval County; and
WHEREAS,the Duval County LMS Working Group has completed an update to the
Local Mitigation Strategy, which has been reviewed by the Florida State Department of
Community Affairs and the Federal Emergency Management Agency necessitating revision and
re-adoption of the document throughout Duval County.
NOW THEREFORE, BE IT RESOLVED that the City of Atlantic Beach accepts and
adopts the updated Duval County Local Mitigation Strategy and assigns review and maintenance
responsibilities of the LMS to the Local Mitigation Strategy Working Group to be coordinated by
the Duval County Emergency Preparedness Division with review and re-adoption by the City
Commission at least once every five years.

2020 Local Mitigation Strategy Update
o The ongoing plan update discussed with regard to the five major sections of the plan:
Planning Process/lntroduction, Goals and Objectives, Hazard Analysis, Project Initiatives,
Funding Sources
c Planning Process: Public input was a major component of this update
o A public survey yielded input that was used to refine the goals and objectives and
inspire new project initiatives
r Goals and Objectives: Goals and objectives were further defined with regard to their
classification, potential actions for achievement, responsible agencies, implementation
documents, and timeline for implementation
r Hazard Analysis: Hazard profiles were incorporated and categorized with reference to
the State of Florida Enhanced Mitigation Plan (2018). Climate change was addressed as
a component of each individual hazard instead of as a separate hazard. Seal Level Rise,
Coastal Erosion, and Saltwater Intrusion were included as natural hazards to reflect
growing concerns for environmental impacts. Manmade and technological hazards were
formally adopted and given hazard profiles.
o Mitigation Initiative project list was verified and updated by all stakeholders.
r Funding Source list was updated, and will be hosted separately from the LMS for
purposes of maintaining an updated list between the 5 year LMS updates (similar to the
project list)

i. Three-year collaborative partnership to engage the business community and
other local leaders with regard to community resilience

o The RCPG will fund a three-year cycle of training and exercises for the region, resulting

The Emergency Preparedness Division (EPD) will be hosting a stakeholder meeting to
discuss the next update of the preparedness guide in early March
