BACKGROUND: The State Department of Community Affairs is accepting
applications for Law Enforcement Block Grants. These grants are
federally funded, and their distribution is based on populations. In
Atlantic Beach, our available distribution is $9,275. A ten percent
(10%) match is required.
There are a variety of possible projects that would be eligible for
Block Grant Funding. However, Police Department Staff members
have established Pursuit Termination as a priority for the grant
funding.
In recent years, there have been numerous limitations placed on
High Speed Pursuits. The danger to the public is rarely
outweighed by the necessity of stopping the offender, and this has
resulted in very few pursuits authorized by law enforcement
agencies. When there is an authorized pursuit, the options for
terminating the pursuit are limited.
A device that was developed several years ago is the Stop Stick.
This device is easily deployed, and it punctures the tires of the
fleeing vehicle and deflates the tires at a controlled rate (so it does
not cause a dangerous blow-out). This device has been a~'opted by
numerous law enforcement agencies to end pursuits.
Stop Sticks, including the trunk mounts, nylon sleeves, cord and
reel, etc. Cost over $400 each. To place these in all police cars
and provide a few spares, will cost over $10,000.
The grant application provides for the purchase of twenty-four stop
sticks and kits at a cost slightly over $10,000. The Police
Department is planning to utilize contraband/forfeiture money for
the required 10% match, and no general fund money will be spent
on the project.
The grant application must be approved and signed by the Mayor.
The application must be post-marked no later than 12/15/99.
RECOMMENDATIONS: To authorize the Mayor to sign the grant application for the
-- Atlantic Beach Pursuit Termination Project as discussed above.

Dear Mayor Shaughnessy:
The State of Florida is scheduled to receive an award of federal Local Law
Enforcement Block Grants Program funds for State Fiscal Year 1998/1999 totaling
X586,261. In accordance with the provisions of the Omnibus Appropriations Act of
1996 (Public Law 104-134), the Department of Community Affairs, Bureau of .
Community Assistance, has allocated X9,275 of these funds for use by the City of
Atlantic Beach, contingent upon the receipt of those funds from the federal government.
The amount of the allocation is based on locally-reported Part I crime statistics and is
contingent upon a 10 percent cash match of the total project amount by the local
government. Funds will be disbursed up-front to the recipient in one lump sum. In the
event it becomes necessary to revise this allocation, you will be notified immediately.
Allocations may be used for one or more Program Purpose Areas specifically
defined in the application kit. Eligible activities include law enforcement support (hiring,
overtime and equipment), crime prevention, enhancing security measures, establishing
drug courts, enhancing adjudication, developing mufti-jurisdictional task forces, and
defraying indemnification insurance costs.
To apply for funds, please complete the enclosed application and return it as
soon as possible, but not postmarked later than December 15, 1999, to Mr. Clayton H.

not be eligible for funding.
