Exh 99 f z ~ ~~ - 99 City Manager Report December 14, 1999 Y2K Preuarations: The Mayor and Commission have already heard reports from City Staff concerning the Y2K readiness of City owned and operated equipment including water and wastewater plants, Police 911 system, and other City functions. After several meetings and other communication with the Jacksonville Emergency Operations Center and numerous other contacts, we anticipate that major utility suppliers such as JEA and Bell South will not experience significant Y2K related problems and that services will continue as usual in Atlantic Beach. However, we think it prudent to have additional staff on hand beginning on December 31 and continuing for as long as needed to handle any unanticipated needs. This report is to review our plans for staffimg at that time. The two City Departments most likely to be called upon if unanticipated problems arise would be Police and Public Works. An Emergency Communications Center will be established in the Atlantic Beach Police Department beginning early on December 31. The City will also have a top staff member stationed at the Emergency Operation Center in Jacksonville. Police Officers will begin working on 12 hour shifts on 12/31 and there will be 14 Officers working at midnight. This should provide enough personnel to cover the First Night activities and have extra Officers available for other assignments. For additional information on the Police plans for Y2K staffimg see the attached memo from David Thompson dated 11/30/99. The Public Works staffing will similarly be increased beginning on 12/31. All water and wastewater plants will be staffed continuously beginning on 12/31 and most Public Works supervisors will be on site as long as needed. See also the attached memo from Bob Kosoy dated 12/6/99 concerning the staffimg schedule. Public Works has also obtained written certifications from each of our major contract maintenance vendors concerning their availability for possible YZK related problems. Other key management personnel will be on hand for coordination with the First Night activities. Again, while significant disruption of public utilities or public services is not anticipated to result in Atlantic Beach on January 1, we are confident that adequate manpower and equipment will be available on site for immediate response to any unanticipated problems that may come up. Beach water sampling; Attached is the most recent beach water sampling report dated 11/16/99 compiled by the City Manager Report December 8, 1999 Page 2 Florida Department of Health which indicates water temperature, bacteria count, and water quality. All locations in Atlantic Beach are rated "good." Emergencypump replacement; On 11/30/99 the emergency repair of a pump at Lift Station C was authorized. Crruhn- May, Inc, is the City's contractor providing these repairs and estimated cost was $8,000.00. MEMO To: Mr. Jim Hanson, City Manager From: David E. Thompsor~"~ Subject: Y2K Plans Date: November 30, 1999 The Police Department has been working with Emergency Management Officials for the past yeaz on planning for the 1999-2000 New Year. Some of the planning was discussed in some detail at the meeting on November 29, 1999 with Atlantic Beach department heads and Andy Sykes from the Division of Emergency Management with Jacksonville. The plans for the Atlantic Beach Police Department are outlined below: Additional Emergency Communications Operators (ECOs) will be brought in to staff the Communications Division. This will be the contact point for most citizens who may have questions, concerns, or emergencies, and the business lines and 911 lines can all be monitored and coordinated from the same location. Additionally, ECOs will be provided with the Citizen Information Lines at the downtown Emergency Operations Center where they will have a number of citizens to answer questions. BellSouth assures us that 911 lines and all business lines are Y2K compliant. A HAM radio operator will be stationed at the Public Safety Building, and he will have contact with Neptune Beach, Jacksonville Beach, and Jacksonville's EOC. Police Officers will be doubled up on their shifts to provide additional coverage on the street. At midnight, there will be fourteen (14) police officers working, including detectives and administrators. There will also be Police Explorers working on the First Night projects throughout the City. This level of coverage will continue until the eazly morning hours. If additional police services are needed for an extended period of time, additional officers are scheduled for callback to relieve them in the morning. Officers are on an 800 MHZ System based in Atlantic Beach, and the system has emergency back-up power if there is a problem with JEA. All cars will be topped off with gas, and the emergency generator at the Public Safety Building will be tested and topped off with fuel before the 31st of December. The Police Depaztment will be the Atlantic Beach EOC during the New Yeaz activities. There will be food, drinks, and supplies for City personnel, and staff will coordinate with the Jacksonville EOC as necessary. The current plan includes sending George Worley to the Jacksonville EOC as our communications point and liaison with their personnel. The Police Department has already identified the major intersections in the County Comprehensive Emergency Management Plan. In the event that we lose traffic controls at those intersections, police officers will direct traffic at those locations as needed. Most of the lights can be put on "flash" if there is a loss of power, and they will not need to be attended 24 hours a day. However, they will need traffic control to route traffic out of the Beaches that night. Although virtually all of the major companies and governmental entities have assured us that they are Y2K compliant, we will be staffed and prepared to direct our resources as needed. The study's purpose is to determine levels of bacteria in the surf. Dry and wet weather conditions will be atlalyzed between July 1, 1999 and June 30, 2000. Bacterial data from this study will be combined with rainfall data from sampling events to develop a correlation between the amount of rainfall and increases in bacterial levels. Phis research is based on the amount Enterococci bacteria found per 100 ml of marine water, According to the FPA studies an bacteria, the density of the Isrttc~rcncci s~~ bacteria as an indicator group in seawater shows the best relationship to swimming-associated gastroenteritis. C'7astroenteritis illnesses were signifccantly associated with polluted water and did show a functional relationship to water quality measured with this bacterial indicator.
