Comments from Mayor and New Commissioners Adjournment MINUTES OF THE RETIRING COMMISSION OF ATLANTIC BEACH, HELD IN CITY HALL, 800 SEMINOLE ROAD AT 8:00 P.M. ON NI)VEMBER 4,1997 Present: Lyman T. Fletcher, Mayor Mike Borno John Meserve Suzanne Shaughnessy, Commissioners And: James Jazboe, City Manager Alan C. Jensen, City Attorney Maureen King, City Clerk Absent: Steve Rosenbloom, Commissioner The meeting was called to order by Mayor Fletcher. The Invocation was offered by Reverend Gibson and was followed by The Pledge of Allegiance to the Flag. Approval of the Minutes of the Regular Commission Meeting held October 27,1997. Commissioner Meserve moved for approval of the minutes of the Regular Commission Meeting of October 27, h997. The motion was seconded by Commissioner Borno and unanimously approved. 2. Recognition of Visitors Mayor Fletcher recognized the following citizens in the audience: Susie Wiles, Deputy Chief of Staff to Mayor John Delaney, Mayor Bill Laitham, Mayor George Vaughn, and former Commissioner Dezmond Waters who is now Chairperson of the; Parks and Recreation Board. 3. Appointment to the Howell Park Review Committee Mayor Fletcher reported that Susan Bullock, a member of the Howell Park Review Committee, had resigned from the committee due to a conflict of interest resulting from her position with the Army Corps of Engineers. Mayor Fletcher commended Ms. Bullock for her work with the committee. Mayor Fletcher nominated Michael Schmidt to the Howell Park Park Review Committee and the appointment was unanimously approved. 4. Any Other Business None. Page -2- Minutes -November 4, 1997 5. Reports and/or Comments from City Commissioners, City Manager, City Attorney and City Clerk The City Manager, City Clerk and Commissioners thanked Ma;i~or Fletcher for his years of service and indicated they had enjoyed working with him and would miss him on the City Commission. Mayor Fletcher stepped down from the dias and spoke of his w~~nderful experiences serving as a Commissioner and Mayor of the City. The Mayor then related what he believed made the City of Atlantic Beach "unique" and charged the new Commission to continue to protect, preserve and enhance that unique character of the City. Mayor Fletcher complimented the Commissioners and Staff wi!:h whom he had worked and praised their abilities. He then introduced his family and thanked them for their support and sacrifices through the years. In conclusion, Mayor Fletcher stated he would continue to work with the City where possible and requested he be sent copies of the agendas and minutes of the various meetings. City Clerk King stated she would be happy to do so. There being no further business, Mayor Fletcher declared the meeting adjourned at 8:25 PM. MINUTES OF THE MEETING OF THE NEW CITY COD%IMISSION OF THE CITY OF ATLANTIC BEACH OATH OF OFFICE: The Oath of Office was administered by alphabetical order by City Clerk King to Richard Beaver (Commission Seat 5), Mike Borno (Commission Seat 3), Theo Mitchelson (Commission Seat 4) and Suzanne Shaughnessy (Mayor-Commissioner Seat 1). The: signed Oaths of Office are attached and made part of this official record. CALL TO ORDER: The meeting of the new Commission was called to order by Mayor Shaughnessy. 1. Presentations and Recognition of the Retiring Commission Mayor Shaughnessy presented in full, in writing Resolution 97-40 recognizing the service of Mayor Lyman Fletcher. Page -3- Minutes -November 4, 1997 Mayor Shaughnessy presented the framed Resolution to the retiring Mayor and stated she had enormous shoes to fill. Mayor Shaughnessy also presented a plaque from Staff on which a gavel was mounted recognizing his yeazs of service as Mayor. Mayor Fletcher thanked everyone and praised the work of City Clerk Maureen King, City Manager Jim Jazboe, Finance Director Ann Meuse, Public Works Director Bob Kosoy, Public Safety Director Thompson, and Chief John Campbell. 2. Selection of Mayor Pro Tempore Mayor Shaughnessy opened the floor for nominations for the office of Mayor Pro Tempore. Commissioner Borno nominated Commissioner Meserve and the nomination was seconded by Commissioner Mitchelson. Mayor Shaughnessy asked if there were any other nominations. There being none, Commissioner Meserve was acclaimed Mayor Pro Tem. 3. Any Other Business '~ Announcement of Workshop: Mayor Shaughnessy announced a Workshop meeting on November 12, 1997 at 7:15 PM to discuss Ordinance 80-97-60 (the utility contract with the Navy). Commissioner Meserve suggested the Mayport sewer project be discussed at the same nneeting. It was the consensus of the Commission to do so. 4. Comments from the Mayor and New Commissioners, Commissioner Beaver thanked his family and those who worked during the election process and stated he would work very hard for the citizens of Atlantic'Beach. Commissioner Mitchelson also thanked his family for their support. Commissioner Mitchelson spoke of his love for the City of Atlantic Beach and desire to serve as a Commissioner. He also thanked those who supported him for the gift of trust they put in him. Mayor Shaughnessy acknowledged Walter Lee, President of the Jacksonville Chamber of Commerce, and his wife Sheila and thanked them for coming. Mayor Shaughnessy then introduced her family and thanked them for their support during the election. Campaign workers were also acknowledged and thanked for their efforts. Mayor Shaughnessy briefly outlined her mission for the City acid pledged her commitment to continue to provide open, accessible government to all the citizens of Atlantic Beach. Mayor ,--, Page -4- Minutes -November 4, 1997 Shaughnessy welcomed the new Commissioners and wished the;m well in their new role and suggested attendance at a Newly Elected Officials Seminar sponsored by the Florida League of Cities for information on the workings of government and government in the sunshine. There being no further business to come before the Commission, the Mayor declared the meeting adjourned at 9:00 PM.
