SUNIMARY OF THE WORKSHOP MEETING HELD IN C'.OMMISSION CHAMBERS ON
WEDNESDAY, NOVEMBER 12, 1497.
The meeting, which was held for the purpose of discussing a proposed contract with the Navy for
utility service to Navy facilities, and the proposed construction of a sewer line to serve Mayport
Village, was called to order by Mayor Shaughnessy. Present, in addition to the Mayor, were
Commissioners Beaver, Borno, Meserve and Mitchelson. Also present were City Manager
Jarboe, City Attorney Jensen, and City Clerk King.
The City Manager reported the city had had a contract with the Navy for utility service in the
1480's. However, he indicated he had been unable to get the Navy to renegotiate the contract and
had been charging them outside-city rates since 1993. He indicated that negotiations with the
Navy were difficult since this matter was handled by an office in. Chazleston. He has been trying
to get the Navy to sign an agreement formalize the rates and also address matters such a penalties
for late payment.
With respect to the proposed sewer line to serve the Village of Mayport, the City Manager
reported that the only two areas presently not included in the city's service area, were the Village
of Mayport and the Navy Base. He said he would continue his negotiations with Jacksonville
regarding the installation of the sewer line which would be connF;cted to the Buccaneer sewer
plant. He explained the suggestion to instal a sewer line had corne from the Coast Guard which
has been operating a package plain. The cost of construction would be shazed by the Coast
Guazd and Jacksonville and, billing for service, and maintenance would be the responsibility of
Jacksonville. Atlantic Beach would receive revenues of approximately $145,000 for treating the
sewage. Mr. Jarboe felt this would be a good deal for both Atlantic Beach and Jacksonville and
indicated that the result of the negotiations would be brought to the City Commission for final
approval, possibly within the next month.
Discussion ensued and Commissioner Meserve indicated that the only reason Jacksonville was
interested in installing this sewer line was that Atlantic Beach would handle the sewer treatment.
While 7acksonville would get some revenue from the line, it would only be sufficient to cover
maintenance costs.
Mayor Shaughnessy inquired whether the city would have to expand the Buccaneer plant to
handle the additional flow and the City Manager indicated that this would happen eventually, but
probably not urrtil the Wonderwood connector was completed.
Following further discussion, Commissioner Mitchelson inquired whether the $145,000 was the
net revenue, and if not, what was the difference in net and gross figares? The City Manager and
Finance Director were directed to get back to Commissioner Mitch„Icon on this matter.
There being no further discussion, the Mayor declared the meeting adjourned.
