The content was utilized by staff at vastly different experience and corporate levels. This experience translates to my ability to break down complex concepts into easily understandable communications. I am in my second year on the Sevilla Condo board and actively participate in sub-committees, including landscaping. I am an active volunteer at the All Beaches Experimental Theatre [ABET] doing everything from lighting, building sets, to pouring wine at intermission. I am an avid lifelong gardener with over 40 years local experience possessing a thorough understanding of trees and landscaping that flourish in our zone. The sculptural tree canopy of AB was one of the key drivers that led me to relocate here from the St. Nicholas area of Jacksonville, If appointed to the ESC, it is my desire to promote as the name implies, environmental stewardship of the tree canopy in our parks and open spaces. I hold a Bachelor's of Science degree in Business Management. 2 STANDING COMMITTEES/BOARDS: Code Enforcement Board (Also acts as the Nuisance Control Board) Meets in Commission Chambers, 800 Seminole Road, at 6:00 pm the second Tuesday of January, March, May, July, September and November. The board consists of seven members and one alternate who are appointed by the City Commission and who serve three-year terms. The Code Enforcement Board has the jurisdiction and authority to hear and act on alleged violations of the following: x City of Atlantic Beach Code of Ordinances, x Building codes, as adopted by the City, x Standard Housing Code, as adopted by the City, x State of Florida Health Code, x Florida State Statutes, and x State, county, and local laws and ordinances whose intent is to promote the health, welfare, and safety of the citizens of the City. The Code Enforcement Board has the authority to assign penalties as provided by Fla. Stat., Chapter 162. Community Development Board Meets in Commission Chambers, 800 Seminole Road, at 6:00 pm the third Tuesday of each month. The board consists of seven members who are appointed by the City Commission and who serve two-year terms. Applications for Variances, Uses-by- Exception, and rezonings are considered by the Community Development Board. The board makes final decisions on Variances and forwards recommendations to the City Commission on Uses-by-Exception, rezonings and several other types of applications. The City Commission makes a final decision on these requests. Pension Board of Trustees Meets in City Hall, 800 Seminole Road, quarterly or as scheduled. The City has two pension boards, one for police employees and one for general employees. The boards are responsible for the general administration, management, and oversight of the operation of the retirement system. Each board consists of five members. Cultural Arts and Recreation Advisory Committee Meets in Adele Grage Cultural Center, 716 Ocean Boulevard at 6:30 pm on the fourth Tuesday of each month. This committee consists of nine members who are appointed by the City Commission and who serve 2-year terms. The duties and responsibilities of the committee include: x Develop plans, promote and support programs and projects to bring the benefits of recreation to the citizens of Atlantic Beach, x Recommend a calendar of special events, x Evaluate and advise the City on the effectiveness of programs, x Evaluate and make recommendations on assignments or requests made by the City Commission or City Manager, and x Evaluate and make recommendations to the City commission on requests for City funding for special events, art projects, and recreation programs. Environmental Stewardship Committee Meets in the Commission Chamber, 800 Seminole Road at 6:00 pm on the second Wednesday of each month. This committee consists of eleven (11) members who are appointed by the City Commission and who serve 4-year terms, except some of the inaugural committee members are serving 3-year terms. The purpose of the committee is: x To study and make recommendations to the City Commission and City staff with respect to the City’s: (a) Maritime forest; (b) Parks and open spaces; (c) Beautification of public and private spaces; and (d) Environmental stewardship x To act as a motivating and coordinating body to encourage joint public and private participation in promoting these purposes. The Environmental Stewardship Committee appoints members from its committee to serve on a Tree Subcommittee which consists of three (3) members and one alternate member. The subcommittee shall systematically review tree permits submitted to the City for completeness and to determine compliance with the tree protection ordinance. Board Member Review Committee This committee consists of five (5) members and meets on an as-needed basis. The committee reviews applications and makes recommendations for the appointment and reappointment of members to the city’s Boards and Committees. 3 “CONFLICT OF INTEREST” NOTICE: “Part III of Chapter 112, Fla.Stat., is the Code of Ethics for Public Officers and Employees. This Code defines “conflict” or “conflict of interest” to mean a situation in which regard for a private interest tends to lead to disregard of a public duty or interest. Fla.Stat. §112.312(8). The intent of this Code, in part, is that public office not be used for private gain. Fla.Stat. §112.311(1). A “conflict” or “conflict of interest” is something that would result in a special private gain to an individual, usually a special financial benefit. An appointed member of a committee of the City of Atlantic Beach will most likely be subject to the provisions of the State Code of Ethics. Disclosure of any “conflict” or “conflict of interest” should be made as soon as possible in the appointment process. While it may be difficult to anticipate conflicts or conflicts of interest that may arise during future committee meetings, which should be disclosed immediately by any committee member, those known or anticipated initially, including those which others might perceive as a conflict or conflict of interest, should be disclosed during the appointment process.”
