Community Development,Code Enforcement,and Police and Fire Boards: I am a registered professional
engineer in the State of Florida specializing in Civil Engineering. My experience includes several years as
Division Chief of Planning and Engineering for the Public Utilities Department of the City of Jacksonville.
During my tenure as Division Chief, I was responsible for working with developers in matters of zoning
and development. I recently retired from JEA as Vice President of Water and Wastewater Systems. My
responsibilities included the management of more than 350 employees. During my tenure, I provided
fiscal, strategic and operational leadership to reduce indebtedness and improve operating results.The
Vice President position was a member of the JEA Executive Management Team which was responsible
for negotiating employment agreements with employees including a number of union bargaining units.
My combination of education and training will allow me the insight to make the often times technically

Vice President, Water and Wastewater Systems / Vice President, Production and Delivery (2006 — 2012)
Lead all water and wastewater operations with full responsibility for bottom-line factors, including budget,
environmental compliance, and asset management. Responsible for a more than 350 person team with a $49
million budget, while setting direction that has grown the utility into the second largest water and wastewater utility
in Florida. Provide fiscal , strategic and operational leadership to reduce indebtedness and improve operating
results.
Notable accomplishments:
• Chaired water, wastewater and reclaimed water capital allocation and budget management team which
has for the last four years achieved a more than 50% reduction in the annual capital budget while
improving asset performance and mitigating operational risk
• Achieved record performance in environmental compliance in water and wastewater operations
• Initiated a Total Water Management Plan that secured 20 year consumptive use permit. Expanded
reclaimed water program from 3 to 15 mgd and increased water conservation through outreach programs
• Co-chaired Sanitary Sewer Overflow (SSO) Reduction Program Team resulting in a 70% reduction of
SSOs since 2007
• Implemented water and wastewater Enterprise Asset Management initiative based on whole life
management of assets.

• Initiated innovative wastewater treatment process for the removal of nitrogen that meets all new regulatory
requirements utilizing existing plant infrastructure for a savings of over $ 100 million

water and wastewater service territory outside Jacksonville. JEA acquired more than $300 million worth of
investor owned utilities during this period
• Negotiated and implemented $ 1 .2 million per year Regional Navy Base Operation Contract with the U . S .
Navy for electric, water and wastewater services
• Initiated programs to improve electric reliability metrics including electric pole maintenance and re-
conductering projects while integrating new technologies into normal work practices
• Initiated inflow and infiltration program using trenchless technologies resulting in a more than 30%
reduction in flows at the largest wastewater treatment facility
• Collaborated with employees and labor bargaining units to restructure crews and work processes to
improve crew deployment and reduce staffing while eliminating at least two levels of supervisory positions

Division Chief, Collection and Distribution (1996 — 1997)
Responsible for a staff of more than 400 in water distribution, sewer collection, water meter and sewer pumping
services.

• Implemented cross training programs that resulted in a reduction in three levels of supervision
• Instituted 16 hour/day, 7 day /week coverage for emergency service without any additional budget
• Reduced staffing while improving cycle times and customer response
Division Chief Solid Waste and Deputy Director Public Utilities (1991 — 1995)
Led City of Jacksonville Solid Waste Division from a defeatist attitude, generated by continuous noncompliance, to
one of pride and a sense of accomplishment. Led staff of more than 200 with responsibility for solid waste disposal,
sanitation and collection , public utilities enforcement and recycling .
Notable accomplishments:
• Instituted major reorganization of Solid Waste Division, reducing staff by 43% without major layoff
• Restructured solid waste and recycling crews to operate at same service level with a budget reduction of $9
million
• Administered residential hauler contracts using innovative program that insured competitive rates
• Sited a new regional landfill with sufficient capacity to meet needs of City for over 18 years
• Administered landfill closure contracts worth more than $ 18 million
• Increased city recycling percentages from 21 % to 40% which was the highest in Florida
• Instituted a yard waste recycling program which diverted over 100,000 tons per year from disposal
• Won the National Recycling Coalition Award for the best Urban Recycling Program in the nation
