A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA
AMENDING RESOLUTION 10-08 TO CHANGE THE REQUIREMENTS
FOR COMPOSITION, NUMBER AND TERM LIMITS OF MEMBERS ON
THE CULTURAL ARTS AND RECREATION ADVISORY COMMITTEE
AMENDING RESOLUTION 02-13 TO CREATE A NEW TEEN COUNCIL;
PROVIDING FOR QUALIFICATIONS AND GOVERNANCE; SPECIFYING
PURPOSE AND DUTIES; AND PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, on March 27, 2000 the City Commission adopted Resolution 00-07
creating a Teen Council. On July 8, 2002 that Resolution was amended through Resolution
02- 14 to require that the Teen Council operate under the auspices of the new Cultural
Arts and Recreation Advisory Committee (CARAC), established by Resolution 02-13. On
June 28, 2010 the membership of the CARAC was amended and the Teen Council was
disbanded by Resolution 10-08.
WHEREAS, on September 27, 2010, the Teen Council was reinstituted by
Resolution 10-13 and that Resolution contained a sunset provision that the Council would
remain in effect for a period of one year after its final adoption by the City Commission,
and at such time the Teen Council would cease to exist unless an affirmative action by the
City Commission was taken to extend and/or otherwise amend the provisions of the
Resolution; and
WHEREAS, under the aforementioned sunset provision, the Teen Council ceased
to exist in 2011; and
WHEREAS, the City Commission is committed to having consistency and
standardization with the City's Boards and Committees and working with them to achieve
optimum staffing to achieve their purposes; and
WHEREAS, the City Commission desires to reestablish the Teen Council by
appointing a new Adult Advisor and setting forth a new statement of governance purpose
and duties of the Council in this enabling Resolution; and
WHEREAS, the City Commission further desires to amend the requirements for
composition and number of CARAC members.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Atlantic
Beach, Florida as follows;
Section 1. Membership of CARAC.
Section 1 of Resolution 10-08 is hereby amended to reduce the number of members, add
a provision for an alternate member and add a provision requiring that a Teen Council
member or an adult advisor be a member of the Committee, so that the revised Section
shall read as follows:
There shall be a total of seven (7) Committee members with one (1) alternate appointed
by the Mayor and Commission. Members must be residents of Atlantic Beach. Following
the expiration of the terms of office of current Committee members the term of office
shall be for two (2) years and members may serve a maximum of two (2) consecutive
terms. Terms of current and future Committee members may be adjusted or extended
by approval of the City Commission to coincide with standardized terms of any and all
Committees. Any Committee member may be removed for cause by the City Commission
upon written charges and after public hearing. Any member who fails to attend (3)
consecutive meetings without cause shall have his/her office declared vacant unless the
member's absence is excused by a majority of the Committee, and the City Commission
shall promptly fill such vacancy. A member may choose to resign from the Committee at
any time by giving written notice to the City Clerk. One member of the Committee shall
either be a member of the Atlantic Beach Teen Council or an adult advisor to same.
Section 2. Establishment of Teen Council. Resolution 02-13 is amended to add the
following provisions for the establishment and governance of a Teen Council in Atlantic
Beach.
a. Composition and Qualifications of Teen Council.
The Atlantic Beach Teen Council shall be composed of Atlantic Beach residents
who are thirteen (13) through nineteen (19) years of age and members shall serve
without compensation. Membership on this Council will not be limited to a certain
number and will be comprised of teenagers wishing to participate. Membership
on the Council shall reflect a diversity of different geographic areas of Atlantic
Beach as well as race and gender. Teenagers who do not reside in Atlantic Beach
are welcome to attend events but shall not be official Teen Council members or
officers.
b. Purpose of Teen Council.
The Teen Council is created to promote knowledge of civic organizations and
encourage involvement of future generations in their communities; to provide a
fun and positive opportunity for members to plan one or more positive event for
teenage residents of Atlantic Beach each year, and to promote community service
in general.

C. Adult Advisor(s) to Teen Council.
One Adult Advisor to the Teen Council shall be appointed by the City Commission
and shall serve as the primary Advisor. Additional Adult Advisors may volunteer to
work with the Teen Council under the supervision of the primary Advisor, and at
least one Advisor must be in attendance at all meetings. The primary Adult Advisor
should possess the skills to establish and deal effectively with a broad and diverse
base membership, to communicate and demonstrate tasks and skills so that
teenagers are able to succeed in a team oriented environment, to establish and
manage a schedule and annual budget, and to oversee appropriate meetings and
events working together with members of the city staff and the public.
d. Duties and Governance of Teen Council.
The duties of the Teen Council will be to propose, plan, promote and put on at
least one major event for the teenage residents of Atlantic Beach each year and
to promote community service to the Atlantic Beach community in general. The
Teen Council shall prepare and submit any necessary funding requests in writing
to the CARAC who shall in turn review and, after due consideration, recommend
funding to the Atlantic Beach City Commission. The City Commission shall consider
recommendations for funding of Teen Council activities after recommendation
from the CARAC. The Teen Council shall submit a quarterly report to the CARAC.
Advisory assistance may be available from City staff members and the CARAC to
help plan or promote events. The Teen Council will be authorized to recommend
and organize fundraising activities, seek grant applications, and pursue other
funding sources as approved by the City Manager.
e. Organization and Officers of Teen Council.
The Teen Council shall have the authority to organize and appoint a Chairman,
Vice Chairman/Secretary, and any other officers they deem advisable. The Teen
Council may draft rules to govern the conduct of their business, which shall be
approved by the CARAC.
f. Liability to the City Arising from Teen Council.
Nothing in this Resolution or otherwise shall be construed as authorizing or
empowering the Teen Council to impose any liability of any nature, financial or .
otherwise, upon the City, without prior city approval.

Section 3. Effective Date.
This Resolution shall take effect immediately upon final passage and adoption.
