Proposed Redevelopment
Applicants intend to renovate the existing Palms Hotel that they
recently purchased.
Hotel is approximately 5,000 square feet
Currently has 10 rooms
A major component of the renovation is improving the interior
courtyard area
Hotels are an allowed use in Commercial General and the owners
are able to renovate the hotel as they like, so long as they do not
increase the number of rooms.
They are required to get a use-by-exception for alcohol sales

Need for a Use-By -Exception
Section 3-5 states, “The sale of any alcoholic beverages for on premise consumption,
Including beer, wine and liquor shall be properly licensed by the City of Atlantic Beach, and
shall be Limited only to restaurants, cafes, bars and private clubs within commercial general
And commercial limited zoning districts or the central business district in compliance with
Chapter 24 of the city code and subject to approval of a use-by-exception in accordance with
Section 24-63.”
Additional City Regulations
No sales or service shall occur between the hours of 2:00 a.m. and 7:00 a.m.
Businesses that sell alcohol shall maintain sufficient lighting for safety
purposes
Alcohol consumption can only occur inside a building, within a recreation
area, or within an outdoor seating or dining area.

Recommendations
Community Development Board Recommended Approval with
conditions by a vote of 5-0 at the July 21st meeting.
Recommended Conditions are:
1.Hours of sale be stopped at 10PM Sunday-Thursday and 11PM
Friday and Saturday.
2.The maximum number of people in the lounge area be limited
to 35.
3.That sales be limited to beer and wine only.

The use is consistent with permitted uses in the Commercial General
