A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
REPEALING RESOLUTION NO. 21-14 AND AWARDING BID NO. 2021-
01: MULTI-YEAR CONTRACT FOR ORTHOPHOSPHATE TO CARUS
LLC; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on October 14, 2020, the City of Atlantic Beach received two bids for Bid No.
2021-01: Multi-Year Contract for orthophosphate, a chemical used as a corrosion inhibitor in potable
water systems; and
WHEREAS, Resolution No. 20-52 awarded Bid No. 2021-01 to Shannon Chemical, on
November 9, 2020; and
WHEREAS, Shannon Chemical then revoked its bid, stating it could not honor its bid price
of$0.594 per pound with no shipping costs; and
WHEREAS,the only other bidder, Carus Chemical LLC,meeting all required specifications
and document submittal requirements, confirmed it would honor its bid price of$0.640 per pound;
and
WHEREAS, the City has worked with Carus Chemical LLC since 2007; and
WHEREAS, adequate funding ($5,000 per year) for orthophosphate is budgeted in the
City's water production account (No. 400-5502-533-5200), and
WHEREAS, on February 22, 2021, the City Commission passed and adopted Resolution
No. 21-14, and
WHEREAS, the City Commission desires to repeal Resolution No. 21-14.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. The City Commission hereby revokes awarding Bid 2021-01: Multi-Year
Contract for Orthophosphate to Shannon Chemical.
SECTION 2. The City Commission hereby repeals Resolution No. 21-14.
SECTION 3. The City Commission hereby authorizes awarding Bid 2021-01: Multi-Year
Contract for Orthophosphate to Carus Chemical LLC.
SECTION 4. The contract shall begin February 22, 2021, and expire November 16, 2025
January 31, 2026, and is subject to annual appropriations by the City each year.
SECTION 5. This Resolution shall take effect immediately upon its passage and adoption.
