A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
APPROVING SOLE SOURCE PURCHASE OF THE VETERANS PARK
PREFABRICATED RESTROOM BUILDING.
WHEREAS, On March 2, 2021 staff (Scott Williams and Steve Swann) visited Baker -
Skinner Park in Jacksonville for the purpose of viewing firsthand the exact model of the Cortez
Prefabricated Restroom built by CXT that is proposed to be built at Veterans Park; and
WHEREAS, staff then requested a quote from CXT who submitted pricing, specifications
and drawings for the Cortez model prefabricated building; and
WHEREAS, the design includes two separate handicap accessible restrooms
(male/female) with a plumbing room separating the two restrooms. Flooring will be tile, and the
quote includes a water heater, a water fountain (exterior), vitreous china fixtures (toilets, sinks),
signage (MEN, WOMEN), 2 -Roll Stainless Steel Paper Holders, and both interior and exterior
lights; and
WHEREAS, the restroom building is built off-site, then off loaded and set up at the site
by the Contractor at a price of $63,973. The City's estimate for site preparation costs, which
include the foundation, plumbing and concrete entrance at the building frontage is estimated at
$10,000. The total cost for the project is $73,973; and
WHEREAS, CXT is the sole source for supply of this prefabricated restroom building.
It is not available for purchase from any other vendor; and
WHEREAS, project funds are available in the FY20-21 budget under Project No.
PR2102 Master Plan Park Improvements.; account 131-6020-572-6300.
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. The City Commission hereby authorizes the City Manager to approve a
Purchase Order to CTX in the amount of $63,973 to build, off load and set up the restroom
building, and approve an additional $10,000 for the plumbing and site preparation to be
performed by others;
SECTION 2. This Resolution shall take effect immediately upon its passage and adoption.
